Job Description
The Ethical Tea Partnership (ETP) are looking for a Monitoring & Evaluation Lead(M&E)to join our Programmes team. The role will be reporting to the Head ofProgrammes.

Location: E2, near Bethnal Green (London). Hybrid, minimum 3 days in the office.

Salary: £45,000 to £50,000 per annum, depending on experience + company benefits. Permanent contract.

Hours: 37.5 hours per week (full-time), Monday to Friday.

The role

Reporting to the Head of Programmes, the Monitoring & Evaluation Lead (M&L) will be responsible for overseeing ETP's global organisational data from all programmes that ETP convene and manage. More specifically, they lead adherence to, and quality enhancement of monitoring, evaluation (and learning) (M&E) systems, processes and practices across the organisation, including all programme-related M&E and managing commercially-sensitive(confidential) supply chain information from ETP's members.

They will contribute to the development of a cross-portfolio monitoring framework to improve the qualitative and quantitative evidence gathered by the programmes. The individual will also provide technical assistance to implementing agencies and partners, be a core contributor to the co-design and co-creation of programmes and build the MEL capacity of the ETP regional teams.

They will also collate, analyse and create opportunities based upon the confidential market data shared by ETP's member companies, to enhance ETP's programmatic work. A passion for data, analysis, knowledge-sharing and collaboration is essential, as well as both a strategic mindset and a critical eye for detail.

Responsibilities

The M&E Lead will work closely with the Leadership Team, technical leads and countrymanagers to enhance ETP's organisational and programme impact measurement in line withETP's Strategy 2025 - 2030. Key areas of work include:

Demonstration of ETP'S global impact
  • Review the quality of existing data and lead improvements to data collection tools andprocesses, as well as the approach to analysis and presentation of impact.
  • Lead the design, roll-out and oversight of a Global Framework to measure theeffectiveness of ETP's strategy and thematic workstreams.
  • Develop internal guidance, tools and process for country-level data collection andvalidation to report against global framework indicators.
  • Lead on the development of an organisational dashboard and approaches for regularreporting and validation of data.
  • Support the collation of evidence - based content for programme design, country plans, ETP board and annual reports.
  • Work closely with the communications team to identify stories and evidence of impact toengage with members and other stakeholders.
M&E capacity development
  • Lead the process of strengthening the measurement of cross-organisational andprogramme-level outcomes and impact, ensuring approaches are harmonised andquality is enhanced. This includes assessing current systems and processes anddeveloping new tools and approaches as required.
  • Develop and/or adapt MEL tools, systems and processes in line with best practiceand train and support staff on their practical implementation.
  • Develop strategic partnerships with impact measurement organisations to developthe knowledge and capacity of ETP and its staff and identify opportunities forcollaboration as appropriate.
  • Lead awareness raising and dissemination of the Global Impact Framework internallyand across membership.
  • Ensure that country teams are able to report against the Global Impact Framework.
  • Provide high quality technical support and guidance to project teams on monitoring,evaluation, reporting and impact measurement.
  • Lead and support teams in the development of Theories of Change, results frameworksand MEL workplans, ensuring relevance to the project in question and associated reporting/ compliance requirements, as well as alignment to the broader institutional framework.
  • Ensure MEL plans include provisions to reflect upon, document and disseminate lessonslearnt, as well as collect case studies to capture qualitative outputs of the project and feedinto communications materials including reporting.
  • Periodically audit the quality of project MEL data collected, and lead on course correctionand/or capacity support where necessary.
  • Develop and/ or adapt MEL tools, systems and processes, specifically tailored for regranting partners, in line with best practice and train and support staff on their practical implementation.
  • Support project-level baseline studies, ongoing monitoring and reporting, mid-term reviewsand final evaluations, including development of TORs and oversight of consultants asrequired.
  • Provide country-level programme staff with information and support on donor MELrequirements and compliance, to ensure adherence and integration into programme plans.
  • Lead the development of a salient risk map, providing a dynamic, granula understanding of risks across regions and thematic areas and adaprtive risk mitigation strategies
Membership data management and assurance

ETP's members are required to provide details of their tea suppliers and the estates andgardens from which they procure their tea. ETP then verifies that its members are sourcingfrom certified tea gardens (in accordance with the membership rules). These data are highlyconfidential commercial data and must be treated as such. The data also provide ETP withan understanding of where to focus its efforts to address issues and best support itsmembers. This large set of dynamic data needs to be vetted, collated, organised, analysedby the M&E Lead, and key insights are to be shared (respecting confidentiality) in a way thatenhances ETP's operations and impact.

The M&E Lead will:
  • Oversee cleansing and analysis of member data to verify conformity to membership criteria and provide proactive data driven insights for members.
  • Oversee the processing and publication of member supply chain data.
  • Collaborate with Rainforest Alliance and FairTrade to align data needs and develop asystem to share and validate data.
  • Respond to requests from ETP colleagues, to provide supplier "footprints", useful forplanning activities and programmes
Shared-learning
  • Encourage shared learning within the organisation by identifying key areas andopportunities to learn and supporting colleagues to set up learning sessions, writinglearning papers, etc.
  • Collaborate with partners for mutual and shared learning regarding projectimplementation, in particular around accountable collaboration and good partnershippractices.
  • Work with senior colleagues to identify opportunities to improve project delivery using MELfindings and promote an organisational culture of continuous learning and improvement.
  • Ensure that key learnings are incorporated into future programme strategy, project design,partnership discussions and proposal development, as appropriate.
Data protection and assurance
  • Serve as the Data Protection Officer within ETP, ensuring that everyone in ETP isaware of Data Protection regulations and ensuring compliance.
  • Establish advanced protocols for secure and efficient management of partner generated data
  • Ensure that data protection breaches are reported and resolved.
  • Together with the COO ensure that a regular data protection assessment is conducted,issues are resolved, and improvements are implemented as required.
Management
  • Matrix management of country M&E and other staff and guidance to Programme Leadson M&E.
  • As ETP grows, line manage any future M&E staff recruited into the ETP programmes team.
Communication
  • Enhance the quality of ETP's communications by ensuring the comms team is informedabout relevant themes, projects or insights and support the provision of quality, timely data.
  • Work with the comms team to review and approve data for external use.
  • Prepare quarterly MEL updates for the ETP Board and Leadership team, as required.
  • Participate in and support internal reporting processes, e.g. dashboard / midterm reporting.
  • Contribute to and provide data for ETP strategy reviews.
Required skills
  • Have the right to work in the UK and reside within a commutable distance to our London office in Bethnal Green.
  • At least five years of professional experience in an M&E position responsible forimplementing MEL activities of international development programmes, preferably inpriority thematic areas for ETP.
  • Track record in, and demonstrated accountability for, data collection, collation, analysisand reporting.
  • Experience in strategic planning and institutional performance measurement, includingindicator selection, target setting, reporting, database management, and developing MELand performance monitoring plans.
  • In-depth knowledge of major evaluation methodologies (e.g. qualitative, quantitative,mixed- method, impact) and data collection and analysis methodologies.
  • Experience of developing and managing strategic partnerships around impactmeasurement and learning.
  • Experience in recruiting and managing consultants and relationship management withconsultancy groups.
  • Experience in developing and refining MEL systems, processes and tools and supportingtheir roll-out and ongoing compliance.
  • Experience with data audits / data quality assessments and oversight.
