The Role:

  • The Medical Workforce Manager reports to the HR Director.
  • Working as part of the HR Team, the Medical Workforce Manager is a key post in the HR function and management structure of MUH with specific responsibilities for a number of key functions in the context of the management of medical staff in the organisation.
  • These functions and responsibilities are listed below and are intended to reflect the desire of MUH to implement best practice in the management of medical staff while optimising patient care.
  • T he Health Service, and particularly the employment and training environment of medical staff, is changing rapidly and as such the functions outlined for this post will be subject to adaptation on an ongoing basis.

Duties include:

  • Lead the Medical Workforce function as part of the HR team in MUH.
  • Responsible for managing all aspects of workforce planning for medical staff including effective management of the Medical Workforce Team; timely and effective recruitment of all Consultant, Locum/Temporary, Consultant and Non-Consultant Hospital Doctors (NCHDs), CACC applications and CECC submissions.
  • Work with other HR colleagues on a range of HR initiatives for medical and other staff groups.
  • Prepare in co-operation with Consultant Medical Staff and NCHDs on their team, OWTA (Organisation of Working Time Act) compliant rosters, which reflect the needs of patient care and the provisions of the 2000 NCHD agreement.
  • Manage agreed EWTD (European Working Time Directive) compliant rosters on a pro-active basis to ensure maximum efficiency with the objective of complying with European Directives on NCHD working hours on a phased basis.
  • Engage with MUH Clinical Directors in the development of Medical Workforce plans for each directorate including Replacement and/or New Consultant Posts.
  • Optimise the participation of NCHDs in the management process in particular the Lead NCHD initiative and the NCHD Forum.
  • Work with Regional and National HSE teams to promote best practice and maintain up to date knowledge within the field of Medical Workforce.
  • Lead and promote the use of technology for the scheduling of Medical Resources throughout MUH through the utilisation of an electronic-rostering system, when it becomes available.
  • Deputise for the HR Director as required while supporting day-to-day HR operations and the wider HR team.

Eligibility Criteria - Professional Qualifications, Experience, required by the closing date for job applications:

Education:

  • Level 8 Degree or higher in HR, Business, Management or related field.
  • Evidence of continuous professional development.

Experience:

  • Minimum 5-7 years' experience at Senior HR Business Partner/People Leadership level is required.
  • Previous experience in Medical Workforce field is preferred.
  • Strong IR/ER experience is essential - demonstrable track record of managing complex employee relations cases.
  • Significant experience working with and supporting numerous stakeholders.
  • Proven ability to work on high-level, value-add ad hoc projects while continuing to achieve routine goals.
  • Experience in staff management and team leadership.
  • Hospital or healthcare experience is a distinct advantage.
  • Public sector experience is a distinct advantage.
