Overview

Full time - 37 hours per week. Hybrid working - 50% of working hours are to be face to face at our main office County Hall in Trowbridge. Umbrella/Ltd pay rate - Between £210 to £260 per day.

Waste Services

We provide one of the country's largest waste and recycling collection services delivering regular collections that enable residents to recycle significant quantities of waste. The service is highly visible to residents and is regularly cited as the main service delivered for council tax paid. The collection of waste and recycling from households is one of the highest profile public services provided by the council and a key challenge will be to ensure high levels of public satisfaction and service continuity whilst the service itself is transformed to meet new legislative requirements. The reputation of the council is affected by the effectiveness of this and other associated waste services. In addition to the provision of statutory waste and recycling collections, the Waste Service is responsible for procuring and delivering suitable waste management, treatment and disposal functions for Wiltshire Council, including; sorting of recyclable materials, waste transfer, landfill diversion arrangements, provision of a countywide network of household recycling, as well as delivery of the council's waste prevention and minimisation programme. It also has responsibility for delivering the council's Household Waste Management Strategy, fulfilling the service's statutory data reporting requirements, and ensuring service compliance with relevant legislation, council policy and contract specifications. The annual revenue service budget currently stands at around £44m (2023/24), arising from an annual spend of £54m typically offset by £10m in income. Of the seven key waste contracts currently in place, five are due to terminate in July 2026. The council has developed a Waste Services Delivery Plan to procure the most appropriate arrangements to secure provision of future services, whilst taking the opportunity to comply with new legislative requirements (e.g. Environment Act 2021) and maximise new funding opportunities under EA21, and Extended Producer Compliance Schemes in particular.

Job Purpose

Waste is a complex area with a team that manage the delivery of statutory Waste Services across Wiltshire through a complex array of multi-million-pound external contracts with numerous interdependencies between contracts.

  • To manage and be responsible for delivery of the council's waste treatment and disposal functions and allocated team resources to ensure the necessary levels of statutory and environmental compliance is maintained, alongside delivery of the Environmental aims and objectives contained in the council's Business Plan and Service Delivery Plans.
  • Fully accountable for day-to-day management of the following contracts:
  • 1. Material sorting (MRF) & Waste Transfer arrangements
  • 2. Household Recycling Centres (network of 10 sites with service provision under two separate contracts)
  • 3. Landfill
  • 4. Composting
  • 5. Northacre MBT
  • 6. Lakeside EfW
  • Provide senior level technical support and capacity to the council's contract management function, with particular support given to the Waste Managers and Senior Officers in leading contract meetings with the service providers.
  • Deputising for the Head of Service for Waste Management (or Waste Operations), and other Waste Managers as required, including representing the council at regional and national meetings, is a requirement of this role.
  • The Waste Management Contract and Compliance Lead is responsible for leading the contract management function for waste treatment and disposal services across the council. This role applies specialist knowledge to shape policy, resolve complex operational and contractual challenges, and deliver high-performing services and meet Key Performance Indicators (KPIs) set by the senior leadership team.
Specific qualifications, knowledge, and skills required for this role

Essential

  • Degree in relevant profession or extensive experience in Commissioning and contract management.
  • Excellent ICT skills including use of Microsoft applications and specialist systems.
  • Level 4 in management or equivalent experience such as the Wiltshire Leadership Programme Level 2.
  • Significant experience in management of large scale and high-value service contracts, including regular liaison with senior service provider personnel.
  • Significant experience of managing budgets, including the monitoring and forecasting of revenue spend and capital funded programmes.
  • Significant experience of closely supporting complex commissioning programmes and portfolios, with a proven track record in delivering improved outcomes, savings and effective management of risk.
  • Practical experience of health and safety requirements in respect of contracted services, and of the hazards associated with waste management operations.
  • Significant experience in interpreting complex data to identify performance trends and issues to be managed.
  • Experience in producing technical reports to inform decisions by senior leaders, and non- technical audiences.
  • Relatable knowledge or experience of waste permitting requirements and pollution control.
  • Good understanding in the emerging developments within Commissioning and wider influences.
  • Capable of making informed decisions on operational matters that affect other council services, while recognising when issues require escalation to senior management for approval.
  • Excellent organisational and prioritisation skills with ability to balance a number of complex competing priorities and set deadlines.
  • Proven ability to manage complex relationships and competing priorities in a political environment.
  • Excellent communication, negotiation, consultation and influencing skills tailored to meet the needs of a wide range of audiences and stakeholders.
  • Experience of leading and developing staff to maintain a high-performance culture.
