Local Land and Property Gazetteer Specialist

Reading Borough Council

Pay Rate:£350-£400 per day

Contract Length: 3-month contract

Working Arrangements: Hybrid (Reading RG1) 3 days per week in the Reading RG1 office / 2 days working from home

Working Hours: Monday to Friday, 9am-5pm

Occasional office attendance required for tasks such as collecting IT equipment

About the Role

Reading Borough Council is seeking an experienced Local Land and Property Gazetteer (LLPG) Specialist to support the delivery of our new customer experience platform.

During the migration from legacy regulatory services systems to the Arcus (Salesforce-based) platform, a substantial number of addresses did not align with the authoritative data within our LLPG. This role will focus on reviewing and resolving those mismatches to ensure data quality, consistency, and integrity across the organisation.

You will:

  • Review a schedule of problematic address records.
  • Investigate issues using statutory datasets including Planning, SNN, Council Tax, Electoral Registration, and others.
  • Correct or update records in the LLPG where required.
  • Provide clear recommendations to the customer experience team on updates needed within the new platform.
  • Identify root causes and propose improvements to prevent future discrepancies.
Key Responsibilities
  • Diagnose reasons for individual record mismatches and resolve them.
  • Maintain and amend LLPG entries to national standards.
  • Provide specialist advice on addressing rules, BS7666, UPRNs, and related conventions.
  • Support ongoing improvements to address data management processes.
  • Collaborate effectively with internal teams to ensure a unified approach to address data.
Skills & Experience Required
  • Demonstrable experience working with LLPG/NLPG data, ideally as an LLPG Custodian.
  • Strong knowledge of:
  • BS 7666 standards
  • GeoPlace Street Naming & Numbering Code of Practice
  • Hands-on experience with GIS/LLPG tools (ArcGIS, ESRI, QGIS, etc.)
  • Proficiency in data quality, cleansing, validation, and transformation.
  • Excellent investigative and problem-solving abilities.
  • Ability to manage your own workload and maintain exceptional attention to detail.
  • Experience using mapping solutions and spatial datasets.
