This is a *London* based role with an excellent immediate start within a Public Sector organisation working on *Leading complex end-to-end public-sector procurements, including procurements above relevant thresholds.*
Role Overview
We are seeking experienced Lead Procurement Managers to lead complex, high-value procurement activity within the Works and Construction category.
The successful candidate will take ownership of end-to-end procurement exercises, provide strategic commercial advice to senior stakeholders, and ensure procurement activity complies with relevant public-sector legislation and internal governance requirements.
This is a senior procurement role requiring strong experience across public-sector procurement, Works/construction, NEC3/NEC4 contracts, commercial strategy and contract management.
Key Responsibilities
- Lead complex end-to-end public-sector procurements, including procurements above relevant thresholds.
- Ensure procurement activity complies with PCR 2015, the Procurement Act 2023 and internal procurement policies.
- Lead category and procurement strategies across the Works/Construction category.
- Conduct market and supplier analysis, benchmarking and commercial research.
- Manage multiple procurement projects and competing priorities while delivering against key deadlines.
- Act as a senior commercial adviser to stakeholders, programmes and directorates.
- Build and maintain strong relationships with senior stakeholders and suppliers.
- Provide commercial advice, challenge and escalation support on procurement risks and issues.
- Support effective transition from procurement into contract and supplier management.
- Provide advice on supplier relationships, contract performance and commercial negotiations.
- Apply strong knowledge of NEC3/NEC4 contracts across Works and construction procurements.
- Support commercial assurance and governance activities.
- Contribute to the development and improvement of commercial policies, processes and best practice.
- Support procurement pipelines, forward planning and resource allocation.
- Use procurement data, systems and management information to support commercial decision-making.
- Identify and implement opportunities for continuous improvement.
- Deputise for senior commercial leadership when required.
- Mentor and support junior procurement and commercial colleagues.
- Work collaboratively across teams to improve the efficiency and effectiveness of the commercial function.
Essential Skills & Experience
- Extensive experience delivering complex public-sector procurements.
- Strong knowledge of PCR 2015 and Procurement Act 2023.
- Expert knowledge of NEC3/NEC4 contracts.
- Proven experience in Works, construction or estates procurement.
- Strong experience across the full end-to-end procurement life cycle.
- Experience developing and delivering commercial/category strategies.
- Excellent senior stakeholder management and influencing skills.
- Ability to manage complex projects and multiple competing priorities.
- Strong contract and supplier management experience.
- Experience providing commercial advice and supporting supplier negotiations.
- Strong understanding of public-sector governance and procurement assurance.
- Experience mentoring or supporting junior procurement/commercial professionals.
