Job Description

Role: Lead Licensing Officer
Pay: £46
Location: Torridge, hybrid

Part time role 21 hours per week - to be worked Tuesday, Wednesday & Thursday

Responsibilities
  • Working with the Licensing team delivering the licensing function ensuring compliance with the Councils statutory obligations.
  • Acting as the Licensing Lead, advise and support Licensing team members as required and reporting to the Environmental Health and Licensing Team Leader.
  • Keep up to date with policy development, draft any policy required for renewal and present to Licensing Committee.
  • Respond to routine enquiries, complaints, processing applications across the whole of the Licensing service.
  • Carry out Licensed inspections, investigations of non-compliance as required and take enforcement action if necessary.
  • Prepare reports and present to any Licensing Subcommittee hearings.
  • Provide operational leadership to the licensing function, overseeing the processing of applications, compliance and enforcement activity, and the delivery of a high-quality, customer-focused service. They will act as the Council's lead specialist on complex licensing matters, providing expert advice.
  • The post-holder will work collaboratively across services and with external agencies to promote public safety, support lawful business activity and contribute to wider community safety and regulatory objectives.
Experience
  • Detailed knowledge of licensing legislation, particularly the Licensing Act 2003 and taxi/Private Hire licensing.
  • Understanding of local authority governance, decision-making and committee processes.
  • Knowledge of enforcement principles, including investigation and evidential requirements.
  • Awareness of relevant legislation relating to public safety, crime and disorder and regulatory compliance.
  • Knowledge of court procedures and relevant legal frameworks (such as PACE).
