Land and Consent Manager - HS2 Project
Location: London
Contract Type: Full-time, Permanent
Role Overview:
As a Land and Consent Manager on the HS2 project, you will be responsible for securing and managing land access, statutory consents, and third-party approvals to support HS2 infrastructure delivery. You will collaborate with internal teams, local authorities, stakeholders, and regulatory bodies to ensure compliance with the HS2 Act and relevant legislation.
Key Responsibilities:
- Lead planning and coordination of land access and consent strategies across designated project areas.
- Manage interfaces with local authorities, statutory bodies, and landowners to secure necessary consents and permissions.
- Ensure compliance with the HS2 Phase 1 Act and applicable legal and environmental frameworks.
- Maintain records of land access agreements, consent applications, and approvals.
- Support construction and engineering teams by ensuring timely land access and resolving consent-related issues.
- Coordinate with environmental, planning, and legal teams to mitigate risks and delays.
- Represent the project in public consultations, hearings, and stakeholder meetings as needed.
- Monitor and report on consent status, risks, and mitigation strategies to senior management.
Required Qualifications & Experience:
- Degree in Land Management, Planning, Environmental Science, Law, or related field.
- Proven experience in land access, planning consents, or infrastructure delivery, preferably in rail or large-scale civil engineering projects.
- Strong understanding of UK planning and environmental legislation.
- Experience working with local authorities, statutory undertakers, and regulatory bodies.
- Excellent negotiation, communication, and stakeholder management skills.
- Ability to interpret legal and technical documentation.
- Familiarity with the HS2 Act and Development Consent Order (DCO) processes is highly desirable.
Desirable Skills:
- Membership of relevant professional bodies (e.g., RICS, RTPI, IEMA).
- Experience with GIS and land referencing systems.
- Knowledge of compulsory purchase processes and land acquisition strategies.
