IT Procurement Lead - Public Sector - PCR 2015/PA 2023
Location: London - 3 x days per week
Rate: £650 per day inside IR35
Duration: 6 months
We are seeking an experienced procurement professional to support a high-profile public sector technology programme.
The role involves leading commercial delivery across a range of digital and infrastructure initiatives, ensuring compliance with the PCR 2015/Public Procurement Act 2023 (PA2023), and managing complex supplier relationships.
The successful candidate will be responsible for developing and executing procurement strategies, managing end-to-end sourcing activities, and negotiating technology contracts that support the organisation's strategic objectives. This is a delivery-focused role requiring strong stakeholder engagement, commercial acumen, and a clear understanding of public sector governance.
Key Responsibilities
- Lead procurement strategy development and execution for technology-related contracts, including software, services, and infrastructure.
- Manage the full sourcing life cycle under PA2023/PCR 2015 procedures, including Competitive Flexible and Direct Award routes.
- Conduct market engagement, prepare tender documentation, lead evaluations, and oversee contract award processes.
- Draft and negotiate contract terms, including licensing, support, maintenance, and service level agreements.
- Ensure compliance with internal governance and public sector procurement regulations.
- Collaborate with Legal, Finance, Technology, and Programme teams to align contract terms with operational and financial planning.
- Provide commercial input to programme boards, steering groups, and senior stakeholders.
- Monitor supplier performance and support delivery milestones, including payment triggers and risk mitigation.
Essential Skills & Experience
- Proven experience in public sector procurement, with a focus on technology or digital services.
- Strong understanding of PA2023/PCR 2015 procurement procedures and public sector governance frameworks.
- Demonstrable experience managing complex contracts, including software licensing and service delivery.
- Ability to engage and influence stakeholders across legal, finance, technology, and programme delivery functions.
- Excellent drafting skills for statements of work, contract amendments, and governance documentation.
- Strong commercial judgement and risk management capability.
- Comfortable working in fast-paced, multi-disciplinary environments with competing priorities.
- ACTIVE SC CLEARANCE IS HIGHLY DESIRABLE
