We are urgently seeking an proven IT Business Analyst for a major Public Sector organisation based in the West Midlands. Key Responsibilities

• Requirements Engineering & Regulatory Alignment:
  Elicit, analyse, and document business and system requirements within highly regulated environments, ensuring alignment with organisational objectives and compliance with public sector standards and financial regulations (eg data protection, audit, and risk frameworks). Maintain full traceability from requirements through to delivery.
• Agile Delivery (Scrum) Support:
  Operate within Agile Scrum teams, contributing to backlog refinement, sprint planning, daily stand-ups, reviews, and retrospectives. Define and refine user stories with clear acceptance criteria, ensuring alignment to definition of ready and definition of done.
• IT Systems & Process Analysis:
  Analyse complex IT systems, data flows, and business processes across core platforms, identifying gaps, risks, and optimisation opportunities. Support the design of secure, scalable, and resilient solutions, particularly within Legacy-modern hybrid environments common in public and financial institutions.
• Technical Documentation & Artefact Management:
  Produce high-quality Agile artefacts including user stories, process maps (BPMN), data models, interface specifications, and API requirements. Ensure documentation supports development, testing, audit, and governance needs.
• Stakeholder Engagement & Cross-Functional Collaboration:
  Act as a key liaison between policy/business teams and IT delivery teams. Facilitate workshops and technical discussions with Product Owners, developers, architects, QA, risk, and compliance stakeholders to ensure shared understanding and alignment.
• Data, Integration & Security Focus:
  Support data analysis, system integrations, and interface design, ensuring secure handling of sensitive data. Incorporate considerations for data governance, privacy, and security controls throughout the requirements life cycle.
• Testing, UAT & Implementation Support:
  Collaborate with QA teams to define test scenarios and acceptance criteria. Support system integration testing (SIT) and User Acceptance Testing (UAT), ensuring delivered solutions meet business, regulatory, and user expectations.
• Governance, Risk & Compliance:
  Ensure adherence to internal governance frameworks, risk controls, and external regulatory requirements. Support impact assessments, audit activities, and documentation required for compliance in public sector and financial environments.
• Continuous Improvement & Value Delivery:
  Apply Agile and lean principles to drive continuous improvement, prioritise business value, and remove delivery blockers. Contribute to retrospectives and process enhancements to improve team efficiency and delivery outcomes.
