Location: Leeds preferred; Manchester or Blackpool also considered. Hybrid, 3 days per week onsite.

An Interim Procurement Manager to join a major central government organisation, supporting both operational procurement activity and a significant strategic resourcing programme.
This is an excellent opportunity for an experienced procurement professional with strong public-sector sourcing and commercial experience to join a high-profile programme and make an immediate impact.
The RoleYou will work across BAU external resource procurement and a strategic resourcing programme, managing end-to-end procurement activity and working closely with Legal, Finance, business stakeholders and strategic suppliers.
The role will involve:
- Leading end-to-end procurement and sourcing activity.
- Delivering compliant procurements under the Procurement Act 2023 (PA2023) and PCR 2015.
- Running further competitions through public-sector frameworks, particularly CCS/GCF-style frameworks.
- Supporting both operational and programme-based procurement activity.
- Managing contracts and supplier relationships, including supplier performance and service delivery.
- Engaging strategically with suppliers and internal stakeholders.
- Supporting business case development and commercial governance.
- Identifying commercial risks, opportunities and areas for continuous improvement.
- Managing multiple priorities across BAU and strategic programme delivery.
We are looking for an experienced procurement professional with:
- Strong end-to-end procurement and sourcing experience - essential.
- Proven experience delivering procurements under PA2023 and PCR 2015.
- Strong contract and supplier relationship management experience.
- Experience working with public-sector procurement frameworks.
- Excellent stakeholder management skills, including experience working with Legal and Finance.
- Experience supporting business cases, governance and commercial approvals.
- Experience within external resourcing, contingent labour, recruitment or workforce-related procurement is highly desirable.
- Strong commercial awareness and problem-solving capability.
- Excellent communication, organisation and planning skills.
- Strong analytical capability, including the ability to use commercial/workforce data to identify trends and opportunities.
