Interim Head of Service: Street Scene and Waste & Recycling

• Daily Rate: £450 - £550 (via umbrella)
• Location: Doncaster (Hybrid working)
• Job Type: Contract

We are seeking an Interim Head of Service for Street Scene and Waste & Recycling to act as the strategic lead officer responsible for the operational delivery, coordination, development, and implementation of clean and green services and relevant strategies across the borough. This role involves leading the management of the Council's waste strategy to ensure effective management of municipal waste and recycling services.

Day-to-day of the role:

• Develop the Council's Street Scene and Waste services, leading on strategy and policy matters, along with the implementation and delivery of programmes and initiatives to positively impact the residents of Doncaster.
• Implement the Environment Services Improvement Plan and other service improvement activities.
• Lead the effective development and delivery of operational services across street cleansing, grounds & tree maintenance, waste & recycling, managing staff, resources, and activities, including external contractors.
• Ensure the Council has an effective Waste Strategy that integrates with the Council's Environment Strategy.
• Take a lead role in emergencies, major incidents, or business interruptions, providing tactical leadership to Doncaster Council.
• Contribute to the Council's Senior and Department Management Teams.
• Be accountable for achieving the service objectives, standards, performance measures, and targets set out in the Service Plan and Performance Management System, along with Council objectives and targets as allocated.
• Work with key partners to develop services in line with borough-wide strategic priorities, including the Localities Management Model.
• Ensure the financial effectiveness of each part of the service to deliver services within budgets.

Required Skills & Qualifications:

• Evidence of creative thinking and promoting a positive enabling culture.
• Self-awareness and understanding of how personal, leadership, and management style and behaviour impact the performance of others.
• Significant experience working with multiple stakeholders including senior management, elected members, key partners, customers, and trade unions.
• Proven track record in change management and successfully overcoming barriers to change.
• Ability to manage complex workloads and organise priorities within timescales.
• Specialist knowledge in Street Scene and Waste & Recycling, project and programme management, health and safety, business continuity, contract management, and associated legislation.
• Degree or Level 6 Management and Leadership qualification.
