£600-£700 per day, Inside IR35 - DOE

I'm currently working with a Local Authority in the North West looking to bring in an experienced Head of Capital Projects / Capital Projects Manager to support the delivery of its capital programme.
This role would suit someone with a strong background managing complex capital projects within a Local Authority or wider public-sector environment, who is comfortable overseeing projects from initial feasibility and business case through procurement, construction and handover.
Key responsibilities will include:- Leading the delivery of a portfolio of capital projects across the Council's estate
- Managing projects from feasibility and design through to procurement, construction and completion
- Overseeing project budgets, forecasting, risks and programme performance
- Managing external consultants, contractors and multidisciplinary project teams
- Providing strong commercial and contract management throughout the project lifecycle
- Ensuring projects are delivered on time, within budget and to the required quality standards
- Ensuring compliance with relevant Health & Safety, CDM, Building Regulations and procurement requirements
- Preparing reports and programme updates for senior stakeholders
- Managing competing priorities across a varied capital programme
- Supporting future capital investment planning and programme development
- Providing leadership and direction to internal project teams where required
