We are partnering with a local authority to appoint an experienced and technically proficient Interim Capital Finance Specialist. This critical role will lead the review and enhancement of internal recharge and capitalisation processes, ensuring robust financial governance and compliance with statutory regulations.
Key Responsibilities:

• Internal Recharge Review: Assess and streamline existing internal recharge mechanisms to ensure efficiency, transparency, and regulatory compliance.
• Regulatory Compliance: Analyse findings from the previous Section 114(2) notice, particularly in relation to General Fund and Housing Revenue Account Capital Financing Requirements (CFR), ensuring alignment with legal and accounting standards.
• Capitalisation Framework: Design and implement capitalisation processes that adhere to the CIPFA Code of Practice and other relevant accounting standards.
• Data Integrity & Audit Readiness: Establish systems that ensure the accuracy and reliability of financial data, capable of withstanding scrutiny from external auditors and Commissioners.
• Budgetary Impact: Collaborate with finance and service teams to adjust current and future budgets in line with revised capitalisation and recharge strategies.

Candidate Profile:We're looking for a hands-on professional with deep expertise in local government finance, particularly in capital accounting and financial controls. You'll bring a strategic mindset, strong technical skills, and the ability to work across departments to drive meaningful change.
