Job Description

6 month contract role with a Local Authority

Job Summary:

  • The ICT Procurement Lead is responsible for leading and managing end-to-end procurement activity across IT and digital services within a local authority setting.
  • The role ensures compliant, cost-effective and strategic sourcing of ICT solutions, aligning with public sector procurement regulations and organisational objectives.
  • Working within a corporate resources function, the postholder will provide expert procurement advice and oversee complex ICT contracts and supplier relationships.

Key Duties/Accountabilities (Sample):

  • Lead end-to-end ICT procurement processes, from strategy through to contract award.
  • Develop and implement procurement strategies for IT and digital services.
  • Ensure compliance with public sector procurement regulations (e.g. PCR 2015 / Procurement Act).
  • Manage tender processes including drafting specifications, ITTs and evaluation criteria.
  • Provide expert advice to stakeholders on procurement routes and commercial decisions.
  • Negotiate contracts and manage supplier performance.
  • Deliver value for money and cost savings across ICT spend.
  • Work collaboratively with IT, finance and legal teams.
  • Manage risk and ensure governance and audit compliance.
  • Maintain accurate procurement documentation and reporting.

Skills/Experience:

  • Proven experience in ICT / IT procurement within a public sector or local authority environment.
  • Strong knowledge of UK public procurement regulations (PCR 2015 / Procurement Act 2023).
  • Experience running complex tenders and frameworks (e.g. CCS frameworks such as G-Cloud, DOS).
  • Strong commercial awareness and contract negotiation skills.
  • Experience managing suppliers and vendor relationships.
  • Ability to influence and advise senior stakeholders.
  • Strong analytical, organisational and project management skills.
  • Knowledge of IT categories (software, hardware, cloud, digital services).
  • Ability to work independently and deliver at pace in a contract environment.
