The Municipal Real Estate Management (GIM) X is looking for a Human Resources Service Manager at 100%. The GIM X manages the vast property of the City of Geneva, combining the operation of a traditional management with an ambitious social policy for 90% of housing. It also administers numerous commercial premises, public establishments, community halls, parking lots, and surface rights. With 160 employees, GIM X offers a demanding professional environment with a significant impact on Geneva. To strengthen its team, GIM X is looking for its future Human Resources Service Manager at 100%. Your mission and responsibilities: In this key role within the Municipal Real Estate Management (GIM), you are the trusted partner of the Head of Service and managers to guide the HR policy of the City of Geneva in a rich and varied environment, strongly exposed to challenges. Your main responsibilities are as follows:- Advise and support the Head of Service in HR management and the implementation of the City's HR policy, as an expert in the field, considering the specifics of the service, ensuring the coherence of practices and existing rules.- Actively contribute to the development of GIM X through innovative monitoring, identifying and analyzing the needs of the service, and supporting project initiatives.- Take on a close HR role with managers and teams: analyze needs and define profiles, lead and coordinate recruitment, ensure follow-up on files and provide HR support throughout professional careers, in collaboration with the HR manager and the HR assistant.- Support managers on performance issues, conflicts, occupational health, and psychosocial risks, including handling sensitive or contentious files, in relation to the HR partners of the City.- Develop HR processes and tools for the service, implement and monitor dashboards, analyze and propose improvements.- Contribute to HR budget processes, represent GIM X at central HR bodies, and participate in transversal HR projects.Profile:- Hold a master's degree in Human Resources Management or a master's in social sciences completed by a CAS in human resources.- Have at least 5 years of experience in a generalist HR role such as HR Business Partner, with proven experience in complex contexts involving multiple stakeholders.
