Grade 11 London Borough of Harrow Agency Role

About the Role

The London Borough of Harrow is seeking an experienced HR Business Partner to provide strategic HR support to the Children's Services Directorate. This is a senior HR role where you will work closely with leaders and managers across Children's Services, providing expert advice and guidance on a wide range of workforce matters. You will play a key role in delivering a proactive, outcome-focused HR service, supporting organisational priorities and ensuring effective people management practices. The successful candidate will act as a trusted HR partner, providing professional advice on complex employee relations matters, organisational change, workforce planning, and HR policy development.

Key Responsibilities
  • Provide strategic HR advice and support to senior managers and leadership teams within Children's Services.
  • Act as a lead HR practitioner on complex employee relations cases, including disciplinary, grievance, capability, attendance, and performance matters.
  • Support managers through organisational change programmes, restructures, and service transformation initiatives.
  • Develop, review, and implement HR policies, procedures, and guidance in line with legislation and best practice.
  • Provide expert advice on employment law, employee relations, and workforce matters.
  • Build strong working relationships with managers, senior leaders, and key stakeholders to improve HR outcomes.
  • Use workforce data and insight to identify trends, risks, and opportunities for improvement.
  • Support the continuous improvement and transformation of HR services.
  • Ensure HR advice is proactive, consistent, and aligned with Council objectives.
  • Line manage and support HR colleagues, providing direction, coaching, and development.
About You

You will be an experienced HR professional with a strong background in HR business partnering, employee relations, and organisational change. You will have:

  • Proven experience working as an HR Business Partner, Senior HR Advisor, HR Manager, or equivalent.
  • Significant experience managing complex employee relations cases.
  • Strong knowledge of employment legislation and HR best practice.
  • Experience supporting organisational change, restructures, and workforce transformation.
  • Experience developing and implementing HR policies and procedures.
  • The ability to influence and challenge senior managers effectively.
  • Strong communication, coaching, and stakeholder management skills.
  • Experience working within local government, public sector, social care, or Children's Services environments is highly desirable.
  • Experience of line managing and developing HR professionals.
