Reporting into the Assistant Director for Environment & Resident Experience, you will be responsible for leading the council's Revenues, Benefits, and Tackling Inequality services. This pivotal role involves collecting over £340 million annually in income, overseeing the administration of £250 million in welfare benefits, and delivering services that directly improve residents' lives.

You will shape and lead the implementation of the Ethical Debt Collection Policy, develop the new Tackling Inequality model, and lead innovative work to integrate debt management with early intervention, welfare support, and resident empowerment.

Your role as Head of Revenues and Benefits:
  1. Lead Strategy and Operations for Council Tax, Business Rates, corporate debt recovery, and benefits administration.
  2. Champion a resident-first approach-making services more accessible, inclusive, and digitally enabled.
  3. Deliver on manifesto commitments, translate national policy into local action, and advise senior leaders and Members.
  4. Collaborate across departments, the voluntary sector, and external partners to co-design holistic, evidence-based support services.
  5. Drive transformation and continuous improvement-modernising processes, systems, and service culture.
  6. Be the council's lead expert on all matters relating to Revenues, Benefits, and Debt.
Your previous experience as Head of Revenues and Benefits:
  1. Qualifications in Institute of Rating, Revenues and Valuation modules.
  2. 3+ years of experience within a local authority at Head of Service level.
  3. A visionary and compassionate leader with proven experience managing large-scale services and complex budgets.
  4. A champion of inclusive services, with a deep understanding of the challenges faced by vulnerable residents.
  5. A skilled strategist, communicator, and negotiator-confident in advising senior leaders and working with elected Members.
  6. Demonstrable success in delivering operational savings, service redesign, and digital transformation.
  7. An IRRV-qualified professional with expert knowledge of revenues, benefits, and local authority finance frameworks.
  8. A valid DBS check will be required for this role.
