Summary:
The Head of Project Delivery (HoPD) is a senior member of the Enterprise Project Management Office (EPMO) and the ERS team responsible for overseeing project management activities across the Europe region. They oversee the successful delivery of solutions to meet organizational objectives and customer expectations. This role requires a strategic mindset, exceptional project management skills and the ability to effectively collaborate with cross-functional teams. The Head of Project Delivery is responsible for driving efficiency, innovation and quality throughout projects while ensuring alignment with business goals and objectives.
Major Activities:
The role will lead the Project Management function to ensure that best practice is being followed in all projects, while continually reviewing and improving the PM methodology in alignment with the EPMO. The role champion delivery excellence across the Europe region, ensuring that solutions meet stakeholder needs, business priorities, and ISC's enterprise delivery standards. The HoPD will create an appropriate culture focused on building value and pursuing quality by leading and directing the organization's project management capability, which includes, but not limited to:
- Build and maintain strong relationships with internal and external stakeholders, ensuing clear communication and alignment on project expectations, objectives and scope.
- Plan for and allocate resources effectively to maximize productivity and optimize project outcomes
- Under direction of the Director, EMPO, develop and implement strategic plans for solution delivery aligned with the organization's objects and priorities.
- Achieve corporate objectives and key performance targets as laid out in the long-range and annual business and strategic plans. Review quarterly financial accounts with the Finance team and sign off approval.
- Provide project management coaching, mentoring and support for the project management framework and methodology.
- Implement and support a common set of scalable, repeatable project management and planning processes.
- Build and update the methodology to account for improvements and best practices.
- Document all policies, processes, and project management procedures in such a way as to facilitate their quick comprehension and adoption.
- Provide training and mentoring to build core project management competencies and a common set of experiences.
- Act as an advocate for project management process and discipline to the organization and report on the benefits that the organization has achieved using these effective strategies.
- Facilitate a resource allocation system that tracks the assignment and utilization of all project resources within the organization.
- Develop and implement the change control process to ensure impacts are identified and any reviews or re-approvals are obtained.
- Coach, consult and support project managers in the successful creation and maintenance of project status reports in accordance with organizational procedures.
- Coach mentor and support business unit representatives and project managers in the successful creation and maintenance of project plans, schedules, budgets and scope.
- Support project portfolio management activities including the intake, evaluation, and prioritization of projects, as well as monitoring portfolio performance and ensuring alignment with strategic objectives.
- Conduct periodic project reviews for the purpose of determining adherence to the project management methodology and approved processes; assesses project management maturity and capability.
- Review proposals prepared by the Business Development unit to ensure what is proposed is in line with the Project Management competency and that estimates provided for Project Management are sufficient to successfully manage the project.
- Work as a member of the ISC EPMO team to ensure Project Management governance and best practice.
- Leverage the EPMO to assist in planning, overseeing and supporting the execution of the portfolio of prioritized projects.
- Ensure consistent frameworks and methodologies, based on industry-recognized global standards, are followed in projects within Technology Solutions (TS) and where necessary that processes are updated to reflect changes in technology or best practices.
- Undertake other activities and initiatives as required to support ERS priorities and evolving enterprise delivery needs.
Knowledge:
- PMP certification is preferable along with 10+ years experience managing IT projects, preferably within the corporate registry domain.
- Management experience leading a team of project managers and contributing to project management excellence across an organization
- Preference is given to a technical background such as a Degree/Master's in Computer Science, due to most of the projects that will be managed being of a technical nature.
- Expert knowledge of project management methodology, tools and techniques.
- Proven track record of delivering on time and within budget government technology projects
- Expert in managing onerous technology projects
- Expert knowledge of business case analysis and application.
- Expert knowledge of financial systems and corporate budgeting processes.
- Knowledge of organizational structure in order to manage cross-departmental and cross-disciplinary resource allocation.
- Knowledge of continuous improvement and problem-solving techniques.
- Proven understanding of general corporate roles and linkages between business development, product strategy, marketing, IT, finance and administration, human resources and customer services
- Knowledge of change management principles.
- Superb facilitation skills and ability to build consensus among stakeholders.
- Ability to foresee and identify project problems and conflicts, assesses implications and identifies solutions.
- Ability to effectively communicate a wide range of information relating to proposed or current projects through the development and delivery of presentations to project managers, project sponsors, Corporate Portfolio Management Committee (CPMC) and the executives.
