£50,269 - £54,495 per annum

Hybrid working contract

Over the past year, the newly created Policy, Performance and Transformation Team has laid the essential groundwork for transformation, strengthening programme and project management, embedding robust performance delivery and championing a culture of evidence-based decision making. By building strong partnerships and supporting the council's transition to a new unitary authority, we've created the conditions for ambitious change. We're now looking for forward-thinking individuals to help us turn this into real, lasting impact for Tamworth's communities.

By coordinating the Council Delivery Plan and turning data into actionable insight, we ensure our priorities are delivered with grip, transparency, and measurable impact. Our collaborative approach brings together colleagues from across the council and external partners, ensuring elected members and stakeholders are engaged, informed, and empowered to contribute to Tamworth's success.

You'll be part of a team that embraces challenge and rapid progress, working closely with senior leaders, including the Chief Executive, Directors and Cabinet Members - to deliver ambitious programmes and drive real transformation. Reporting to the Assistant Director for Policy, Performance and Local Government Reorganisation, you'll develop and implement evidence-based strategies and performance frameworks that drive service improvement, accountability, and transparency across the council. As Head of Service, you'll ensure the Programme Management Office (PMO) is recognised as the centre of excellence for managing projects and transformational programmes, aligning delivery with our corporate plan and savings objectives. Your leadership will shape, influence, and deliver organisational priorities across complex programmes and services, driving continuous improvement and measurable impact.

You'll bring a deep understanding of the challenges and opportunities facing Local Government and the wider public sector, including legal, regulatory, and political frameworks. With strong communication and strategic thinking skills, you'll tackle complex issues and develop innovative, forward-looking solutions.

You'll bring proven experience in delivering projects and driving meaningful change, a strong background in policy development, performance management, and strategic planning, and exceptional skills in building partnerships, engaging stakeholders, and making collaboration count.

Key Responsibilities
  • Lead the Policy, Performance & Transformation service, setting ambitious objectives and fostering a culture of excellence and professional growth.
  • Integrate policy and performance by developing, implementing, and regularly reviewing evidence-based policies and performance frameworks that drive service improvement, accountability, and transparency. Ensure policies are inclusive, forward-thinking, and aligned with both local needs and national priorities. Oversee the creation and monitoring of Key Performance Indicators, dashboards, and reporting mechanisms to support continuous improvement and inform decision-making.
  • Lead the planning, delivery, and evaluation of transformation programmes and projects, ensuring alignment with corporate priorities and effective resource management. Champion best practice in programme and project management, including robust risk assessment, benefits realisation, and stakeholder engagement.
  • Ensure programmes are delivered to scope, time, cost, and quality, and that lessons learned are captured and shared across the organisation.
  • Drive culture change and organisational development, preparing the council for transition into the new unitary authority and enabling the successful delivery of key programmes and transformation initiatives. Foster an environment that embraces innovation, agility, and resilience.
  • Build strong relationships with senior leaders, Cabinet Members, Scrutiny, and external partners. Facilitate effective consultation and engagement processes, ensuring diverse voices are heard and reflected in policy and programme design. Promote collaborative working across departments and with external agencies to maximise impact.
  • Lead statutory reporting and consultation processes, ensuring compliance with legal, regulatory, and ethical standards. Support the council's governance framework and facilitate effective, transparent decision-making.
  • Promote a culture of innovation, learning, and continuous improvement across the council. Encourage the adoption of new technologies, methodologies, and sector best practice to enhance service delivery and organisational resilience.
  • Champion the use of data, research, and evidence to inform policy, performance, and programme decisions. Ensure the organisation turns data into actionable insight for measurable impact.
  • Support the development and mentoring of staff within the service, building capacity and capability for future leadership and succession planning.

The duties of this role include a requirement to take part in an on-call rota, approximately six times per year.
