Job Description

The post holder will be a leading finance professional and key member of the senior finance team within the Trust.

The post holder will also be a key member and active participant within the senior management teams of the Cancer Centre and Blood Service.

They will manage and be responsible for the overall performance of the devolved divisional finance teams and ensure the delivery of an efficient and effective business partner finance service.

The post holder will have the key responsibility for providing vision and leadership in the development and implementation of the VCC / WBS division's financial strategy, leading to the delivery of annual financial plans and their translation into agreed budgets across the two service delivery divisions inclusive of required CIP targets.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Job responsibilities

The post holder will have the key responsibility for providing vision and leadership in the development and implementation of the VCC / WBS divisions financial strategy, leading to the delivery of annual financial plans and their translation into agreed budgets across the two service delivery divisions inclusive of required CIP targets.

Responsible for the overall financial policy and strategy for the WBS and VCC Divisions, with the authority to act within minimum guidelines and set financial goals and standards for the division e.g. financial controls, governance and financial accountancy standards, in accordance with the legal requirements.

Working closely with the deputy director of finance and other colleagues the post holder will also play a significant role in all commissioning and contracting discussions with other NHS and external organisations.

The post holder will deputise for the Deputy Director of Finance across both internal and external meetings / duties as required.

Person Specification Qualifications and Knowledge
  • Qualified Accountant (equivalent to Masters level) with CCAB membership and post qualifications and significant NHS experience.
  • Masters level or equivalent level of experience.
  • Specialist and advanced knowledge of financial management accounting techniques, financial aspects of NHS legislation and NHS Finance policies.
  • Advanced and detailed knowledge of strategic and capacity planning.
Experience
  • Significant experience of financial management accounting and finance policies and procedures.
  • Experience of managing and developing staff.
  • Experience of dealing with multiple stakeholders with conflicting priorities.
Skills and Attributes
  • Ability to communicate effectively by giving and receiving highly complex information and an ability to advise non-finance colleagues on financial matters.
  • Able to influence senior colleagues and budget holders to achieve positive outcomes.
  • Ability to provide leadership and direction.
  • Able to convey and implement highly complex ideas across the organisation.
  • Ability to work with staff at all levels, with specific ability to work with senior management teams

  • Ability to deputise for the Deputy Director of Finance when required and work confidently with the Executive Management Team / Board of Directors and Senior Management Teams

Disclosure and Barring Service Check

This post is subject to the Rehabilitation of Offenders Act (Exceptions Order) 1975 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service (formerly known as CRB) to check for any previous criminal convictions.

Welsh Blood Service but expected to travel to other sites
