As the Head of Delivery, you will provide senior leadership across the Technology and Transformation directorate, driving delivery excellence and consistency across multiple programmes of work. £75,731 - £80,755 (dependant on location) plus 29% pension contribution and Civil Service benefits. Job summary
HM Land Registry (HMLR) is undergoing a large digital transformation programme - modernising the systems and services that safeguard property ownership worth over £7 trillion across England and Wales.
As the Head of Delivery, you will lead and develop the delivery function across HM Land Registry's Technology and Transformation (T&T) directorate. The post holder will ensure that delivery practices and processes are effective, agile and aligned with business needs, maintaining momentum, removing blockers and ensuring visibility of priorities and outcomes across the portfolio. Acting as a bridge between technical and non-technical stakeholders, the Head of Delivery will provide strategic oversight of delivery planning from start to finish, helping to inform decisions on priorities and change.
As a senior leader in the digital space, you will play an important role in developing people and capability across the delivery community, making sure teams have the right skills, tools and support to succeed. By building an active and collaborative community of practice, you will drive continuous improvement, encourage professional growth and share best practice across HMLR and beyond.
Main duties
As Head of Function
- The Head of Delivery will lead and shape the delivery function across HM Land Registry's Technology and Transformation directorate, ensuring effective, transparent and high-performing delivery across the organisation.
- Drive delivery momentum by optimising resources, managing risks and dependencies, and creating a positive, solutions-focused working environment.
- Collaborate with senior stakeholders and other functional heads to align priorities, manage change impacts and deliver organisational benefits across the digital portfolio.
- Provide strategic oversight of delivery planning, ensuring governance, performance and budget compliance, while contributing to the overall direction of the Technology Management Board.
As Head of Practice
- The post holder will develop the delivery profession and culture within HMLR, embedding best practice and building a strong, connected delivery community.
- Continuously evolve the delivery function, embedding agile ways of working and common professional standards that meet business needs.
- Lead on resourcing, recruitment and professional development to ensure delivery capability, capacity and continuous improvement.
- Champion the delivery profession across government and industry, representing HMLR externally and strengthening collaboration across internal 'Heads of' functions.
About you
We're looking for a collaborative and confident delivery leader who can operate across complexity and have the following skills:
- Expert in agile and lean delivery practices with a strong track record of achieving positive delivery outcomes.
- Significant experience in a delivery lead role, working at programme level within a multi-disciplinary environment.
- Experience of leading a continual planning process across multiple projects/programmes.
- Experience of leading and growing delivery practice and capability.
- Ability to coach and share own experience of being high performing delivery manager.
- Skilled and experienced planner, implementer and leader of change in a complex and evolving environment.
- Experience of working across organisational boundaries, expertly communicating with stakeholders to build influence and credibility
Location
- Expectation is to be working from any of the advertised locations 60% of your time across the month (typically 3 days/week), hours are flexible and condensed hours are an option.

Salary
Civil Service Grade: G6
Croydon - £80,755
National - £75,731
