The Ministry of Justice (MoJ) is seeking a Head of Creative to lead multidisciplinary teams across design, artwork, video, website, and animation. This senior leadership role requires vision, collaboration, and strategic thinking to deliver exceptional, audience first content for government communications. The successful candidate will set creative standards, foster innovation, and ensure outputs align with Government Communication Service (GCS) priorities and UK Government strategy.

The Head of Creative will inspire and manage creative teams, develop a compelling vision, and champion high standards across branding, digital content, campaigns, and user focused web design. The role requires embedding accessibility, inclusivity, and digital first thinking, while exploring emerging technologies such as generative AI and automation. Collaboration with the Head of Operations is essential to align creative delivery with resourcing, KPIs, and financial targets.
Key Responsibilities- Lead and inspire multidisciplinary creative teams, fostering collaboration and innovation
- Develop and articulate a creative vision aligned with government communication goals
- Champion high creative standards across all outputs (branding, digital, motion, campaigns, web design)
- Ensure compliance with accessibility standards (GDS, WCAG, GOV.UK)
- Embed digital first, data informed approaches in creative processes
- Explore and integrate innovative tools (AI, automation, emerging formats)
- Collaborate with Head of Operations on resourcing, workflow efficiency, and budget tracking
- Oversee career progression and skills development for creative leads and practitioners
- Ensure teams deliver chargeable work to support financial sustainability
- Contribute to wider agency strategy and continuous improvement as part of senior leadership
- Represent creative work confidently to clients, stakeholders, and internal leadership
- Significant senior level creative leadership experience across multiple disciplines
- Strong strategic thinking with measurable outcomes aligned to organisational priorities
- Proven ability to lead complex projects and multidisciplinary teams in high accountability environments
- Deep understanding of creative innovation, audience engagement, and storytelling
- Experience managing senior creatives and fostering a high performance culture
- Knowledge of accessibility and inclusive design principles
- Familiarity with creative technologies (AI tools, automation, agile workflows)
- Proven experience meeting/exceeding KPIs within budgetary constraints
- Outstanding communication and stakeholder engagement skills
- Experience in government, public sector, or regulated industries
- Knowledge of GCS, GDS, GOV.UK standards
- Ability to drive integration across creative teams and collaborate with operational leads
- Familiarity with project management tools (Figma, Miro, Asana, Jira)
- Awareness of emerging trends in digital communication, social media, video, and motion design
