Job Description

Job Title: Global Protection Mainstreaming Officer

Reports to: Humanitarian Protection Advisor

Department: Emergency Directorate (Safe & Inclusive Programming Unit)

Terms: Full-time, 12 months fixed term contract.

Location: Dublin, hybrid.

Salary: GB5 (€47,539-€52,821)

Requirements: Occasional international travel (up to 30%)

Role Purpose

Concern is committed to ensuring that all programmes are designed and implemented in a way that upholds the safety, dignity, and rights of the communities we serve. The role is part of the Safe & Inclusive Programming Unit (SIPU) and will support the integration of protection principles across Concern's humanitarian and development programmes globally.

The role will work closely with country teams and technical advisors to strengthen safe, inclusive, and accountable programming, ensuring that protection risks are identified, mitigated, and monitored across all sectors.

Responsibilities
  • Strengthening Protection Mainstreaming Across Programmes
    • Support country programmes to integrate protection principles across sectors including livelihoods, health and nutrition, WASH, and education.
    • Promote adherence to Concern's programme quality standards, ensuring interventions are safe and inclusive.
    • Support the integration of protection principles throughout the programme cycle (design, implementation, monitoring, and evaluation).
  • Technical Support and Capacity Building
    • Develop and deliver training on protection mainstreaming for staff and partners.
    • Provide remote and in-country technical support to programme teams.
    • Contribute to building staff capacity in identifying and mitigating protection risks.
  • Programme Quality and Learning
    • Review programme proposals and reports to ensure protection is adequately mainstreamed.
    • Support the development of indicators and tools to measure protection mainstreaming outcomes.
    • Document and share learning, best practices, and case studies across Concern's country programmes.
  • Tools, Guidance, and Policy Development
    • Support the development and rollout of Concern's protection mainstreaming guidelines and tools.
    • Contribute to organisational policies and strategies related to protection and accountability.
    • Ensure alignment with global standards such as Sphere and the Core Humanitarian Standard (CHS).
  • Collaboration and Internal Coordination
    • Work closely with technical advisors across sectors to ensure coherent mainstreaming approaches.
    • Coordinate with Safeguarding, Equality, Conflict Sensitivity and FCRM colleagues for integration of relevant considerations into protection mainstreaming outputs.
    • Support internal working groups and communities of practice.
  • Representation and External Engagement
    • Represent Concern in relevant global and inter agency forums when required.
    • Contribute to external learning, research, and advocacy initiatives related to protection mainstreaming.
Essential Requirements
  • Degree in international development, human rights, social sciences, or related field.
  • Minimum 3-5 years' experience in humanitarian or development programming, with a focus on protection.
  • Demonstrated experience in protection mainstreaming across sectors.
  • Strong understanding of humanitarian principles and standards (Sphere, CHS).
  • Experience in training and capacity building.
  • Excellent written and verbal communication skills.
  • Strong organisational and coordination skills.
Desirable Requirements
  • Experience working with an international NGO in multiple country contexts.
  • Knowledge of safeguarding, equality, or GBV programming.
  • Experience in fragile or conflict affected settings.
  • Fluency in French or Arabic.
