Job Description

Fire Safety Technical Lead

Based in London, hybrid working

Length: 3 months

IR35 status: Inside

We are seeking an experienced and technically strong interim Fire Safety Technical Lead to provide strategic and operational leadership across fire safety, fire engineering, and associated building safety risks within the Council's housing portfolio.

This is a senior specialist role providing independent technical assurance, professional oversight, and expert advice to support the Council in meeting its responsibilities as Accountable Person and Principal Accountable Person for Higher-Risk Buildings (HRBs) under the Building Safety Act 2022.

Key Responsibilities
  • Review fire strategies, technical submissions, specifications, drawings, and refurbishment proposals to ensure compliance with relevant legislation and standards
  • Identify fire safety defects, compartmentation failures, and design risks across residential buildings
  • Provide technical recommendations and specialist advice to Housing, Asset Management, Capital Works, Repairs, DLO, Voids, and contractor teams
  • Review intrusive surveys, FRAEWs, compartmentation inspections, and structural fire safety investigations
  • Deliver independent technical assurance through risk-based sampling and verification of completed FRA actions across the Council's housing stock
  • Review RAMS, permit-to-work systems, and temporary fire precautions
  • Provide technical oversight on fire alarms, emergency lighting, sprinklers, smoke control systems, AOVs, and fire doors
  • Ensure compliance with the Regulatory Reform (Fire Safety) Order 2005, Fire Safety Act 2021, and Building Safety Act 2022
Skills, experience and knowledge required:
  • Strong technical knowledge of fire safety legislation, fire engineering principles, and residential construction methods
  • Must have knowledge of:
    • Regulatory Reform (Fire Safety) Order 2005, Fire Safety Act 2021, Building Safety Act 2022
    • Supporting Building Safety Cases and Golden Thread information
    • Managing contractor compliance and fire safety works
    • Resident engagement and responding to fire safety concerns
    • Leading technical responses during emergency situations
  • Essential Qualifications & Memberships
    • Fire Safety Level 4 qualification
    • CIOB Diploma in Building Safety Management (or equivalent), or working towards
    • Fire door and compartmentation awareness training (ASFP, FDIS, BM Trada or equivalent)
    • Membership (or working towards membership) of a relevant professional body such as:
    • Institution of Fire Engineers (IFE), Institute of Fire Safety Managers (IFSM), IOSH, CIOB, RICS
