Finance Business Partner
About the Role:MPA Recruitment, on behalf of one of Northern Irelands Emergency Services, is seeking applications for Finance Business Partners (PO4) across three key areas:
- Core Finance (Maternity Cover)
- PeacePlus Programme
- Digital, Data & Technology Transformation
These are excellent opportunities for qualified accountants to play a key role in delivering high-quality financial management, governance, and strategic support within a large public sector organisation.
You will work closely with senior leadership teams, providing expert financial advice, supporting decision-making, and ensuring strong financial control, compliance, and value for money across your assigned area.
Role Focus Areas:Core Finance (Maternity Cover)
- Provide strategic financial advice across business cases, budget management, and governance.
- Support directorates with forecasting, reporting, and financial planning.
PeacePlus Programme
- Support a high-profile cross-border emergency services initiative.
- Work across sites (Lisburn & Cookstown) to maximise financial performance of a world-class training facility.
- Contribute to programmes focused on interoperability, emergency response, and shared services.
Digital, Data & Technology
- Play a key role in delivering major digital transformation projects, including finance systems and operational platforms.
- Provide financial oversight and support for innovation and system implementation.
As a Finance Business Partner, you will be responsible for:
Financial Management & Business Partnering
- Delivering a full financial management service to assigned Directorates.
- Providing strategic financial advice to senior management teams.
- Leading on budgeting, forecasting, variance analysis, and financial reporting.
- Supporting business cases, scenario planning, and long term financial strategies.
Governance & Compliance
- Ensuring financial governance, regularity, and compliance with public sector guidance.
- Supporting risk management and identifying financial implications of key decisions.
- Ensuring adherence to Managing Public Money NI and organisational policies.
Analysis & Reporting
- Producing high quality, data driven insights to support decision making.
- Monitoring KPIs and financial performance.
- Supporting responses to external information requests (e.g. FOI, Departmental queries).
Stakeholder Engagement
- Building strong relationships with Directors, budget holders, and external stakeholders.
- Providing training and guidance to improve financial awareness across Directorates.
Continuous Improvement
- Supporting the development of finance systems, processes, and reporting tools.
- Contributing to organisational transformation and efficiency initiatives.
Essential Criteria
Applicants must be able to demonstrate:
- Fully qualified accountant and current membership of one of the following:
- ACCA, CIMA, CIPFA, ICAI, ICAS, ICAEW or CPA Ireland
- Minimum 2 years' experience providing management accounting and financial analysis services to senior management.
- Strong analytical skills with experience interpreting and presenting financial data.
- Advanced IT skills, particularly in Microsoft Excel.
- Excellent communication, influencing, and stakeholder management skills.
- Ability to manage multiple deadlines with strong organisational skills and attention to detail.
- Full UK driving licence or access to transport to meet the needs of the role.
Important: Candidates must be able to provide evidence of their professional accountancy qualification (including award date).
Desirable
- Experience working in the public sector.
- Experience supporting large scale programmes or transformation projects.
- Experience working with complex datasets or financial systems.
Additional Information:
