Estates Technical Manager

This post to support the Trust in the delivery of key estates objectives. In particular, the job holder will work closely with the Estates Manager to monitor and manage the performance and activities of the Trust Facilities Management (FM) provider to ensure corporate governance and assurance in the delivery of all its Statutory and Mandatory Compliance, Planned & Preventative Maintenance (PPM) and reactive repairs and minor works.
This role offers hybrid working, however you will also be required to travel across Kent, Surrey and Sussex to attend sites.
The job holder will liaise closely with all stakeholders and members of senior management and represent the Estates function at corporate meetings to provide assurance on matters such as Health & Safety compliance.
In undertaking the role, they will identify any unreported maintenance requirements and ensure issues are resolved in a timely manner and provide assurance on activities and tasks that have been completed. They will also ensure building maintenance issues are appropriately logged.
Main duties of the jobIn this role you will:
- Manages and ensures adherence to a broad range of occupational policies guided by Building, H&S Regulations and HTM guidance. Responsible for all providing governance, assurance and performance for 'hard' facilities such as mechanical and electrical maintenance and 'soft' facilities management activities relating to the estates such as premises cleaning and waste
- Estates, Facilities, Contractor management experience. Evidence of ongoing personal and technical development
- Highly developed specialist Estates technical knowledge underpinned by theory, training qualification and experience
- Masters Degree in Building Services or Electrical, Mechanical or Engineering or relevant equivalent discipline
- Member of an appropriate Professional/ Chartered Institute (e.g. Member of the Chartered Institute of Buildings ServicesEngineers (CIBSE) British Institute of Facilities Management (BIFM) Royal Institute of Chartered Surveyors, Institute of HealthcareEngineering and Estates Management (IHEEM)
- IOSHH or NEBOSH qualification
- Prince 2 accreditation .Heating Ventilation and Air Conditioning(HVAC), Building Contract Management professional qualification
- Authorised Persons Certificate in one of the following disciplines i.e. Electrical Low Voltage Systems, Fire Alarm Systems, Fixed Electrical Installation Testing, Gas, Water, Asbestos Installations etc

- Identifies and receives maintenance and repair technical issues and makes H&S compliant recommendations to resolve, keeping all stakeholders updated of the necessary actions
- Exchange detailed technical building, mechanical and electrical maintenance issues and project related information with specialists and non-specialists stakeholders. Negotiates and influences with contractors, suppliers, senior managers
- Requires a specialist Estates, Facilities, Building Services technical knowledge across a broad range of disciplines and procedures underpinned by sound theory and practice gained through relevant training, qualification, experience and ongoing personal development
- Degree or equivalent in Engineering, Building Services, Estates Management, or related fiel
- Proven experience in estates/facilities management within a healthcare or critical service environment
- Strong background in statutory compliance (HTMs, HBNs, H&S legislation, Fire Safety, Water Safety, Asbestos)
- Experience managing planned preventative maintenance (PPM) and reactive works
- Contractor management, including performance, compliance, and procurement oversight
- Health and Safety Qualification NEBOSH or IOSH Manging Safely
- Professional Registration CEng IEng MIET IWFM MCIBSE or equivalent
- Project management experience (capital works, refurbishments)
- Training in Authorised/Responsible Person roles (e.g. AP/CP for Water, Electrical, Ventilation)
- Competent in CAFM systems and Excel/reporting tools
- Plan and organise broad range of complex activities; formulate, adjust plans or strategies
- Provide and receive complex information, use negotiating skills, analyse highly complex information, gain co-operation or agreement when required
- Full clean driving licence for travel across sites
