The services of Hays have been retained by our client, a public body based in Belfast, to assist in recruiting an Estates Capital Project Manager on a 2 year fixed term contract basis.

This is an exciting opportunity for an experienced Estates Capital Project Manager to join a government body where you will have responsibility for delivering a diverse portfolio of capital construction projects across Northern Ireland.

This is a client-side project management role, offering the opportunity to lead projects from initial concept and feasibility through design, procurement, construction and final handover. You will work closely with internal stakeholders, consultants, contractors and multidisciplinary teams to ensure projects are delivered safely, on time, within budget and to the highest quality standards.

Your new role
Reporting to the Head of Estates, you will be responsible for the effective delivery of allocated capital projects, playing a key role in planning, coordinating and managing construction projects. This will include:

Managing capital construction projects from feasibility and design through to completion and handover.

Leading and coordinating multidisciplinary project teams, ensuring effective communication and stakeholder engagement throughout the project life cycle.

Developing and maintaining project delivery plans, business cases, programmes and risk registers.

Monitoring project budgets, controlling expenditure and ensuring value for money is achieved.

Preparing and reviewing tender documentation and supporting contract administration processes.

Ensuring all project documentation is accurate, compliant and up to date.

Maintaining high standards of health and safety across all project activities.

Identifying, managing and mitigating project risks, escalating issues where required.

Developing productive relationships with consultants, contractors and key stakeholders.

Producing reports and performance information for management, committees and other stakeholders as required.

What you'll need to succeed
To be considered for this position, you should possess:

A degree (or equivalent qualification) in a relevant built environment discipline.

A minimum of 5 years' project management experience within a built environment setting, including at least three of the following:

Delivery of capital projects

Preparation of tender documentation

Compliance with project budgets

Coordination of project teams

Building partnerships with a range of stakeholders.

In addition, you should be able to demonstrate:

Strong client-side construction project management experience.

Excellent understanding of the full construction project life cycle.

The ability to translate client requirements into robust project briefs and scopes of work.

Good knowledge of mechanical and electrical building systems and their life cycle management.

Strong leadership and stakeholder management skills.

Excellent understanding of health and safety legislation and best practice.

Strong organisational, communication and problem-solving skills.

Competence in project management software and Microsoft Office applications, including MS Project.

A full current driving licence or access to suitable transport to meet the requirements of the role.
