Job Description6 months contract with a Local Authority
Job PurposeTo investigate housing-related complaints, regulate housingstandards, and administer Houses in Multiple Occupation (HMO) licensing withinthe Borough. The post holder will ensure compliance with statutory housinglegislation, undertake enforcement activities where necessary, and contributeto the delivery of the Council's Private Sector Housing Strategy.
The Environmental Health Officer will also provideprofessional advice and guidance to residents, landlords, businesses, and otherstakeholders on environmental health matters, including housing conditions,licensing requirements, and public protection issues. The role requiresproactive partnership working with internal departments and external agenciesto safeguard public health and improve housing standards.
Key Responsibilities Housing Standards & Enforcement- Investigatehousing complaints and service requests in accordance with Councilprocedures and statutory requirements.
- Conductproactive and reactive inspections of residential properties to identifyhousing hazards and poor living conditions.
- Assessproperties under relevant housing legislation and determine appropriateenforcement action.
- Prepare,serve, and enforce statutory notices within delegated authority.
- Compileevidence, prepare case files for legal proceedings, and attend courthearings when required.
- Regulateand administer licensing schemes relating to Houses in Multiple Occupation(HMOs) and other private sector housing initiatives.
- Undertakeresponsibilities relating to the licensing, inspection, and regulation ofmobile home sites.
- Ensurecompliance with relevant legislation and licence conditions.
- Providetechnical advice and guidance to tenants, landlords, businesses,residents, and community groups.
- Deliverspecialist Environmental Health input on planning applicationconsultations.
- SupportCouncil departments by providing expert advice on environmental health andhousing matters.
- Promoteawareness of environmental health issues through presentations,promotional activities, and community engagement.
- Contributeto the development and implementation of the Council's Private SectorHousing Strategy.
- Leadon specific projects and initiatives as directed by management.
- Participatein cross-divisional and corporate projects to support wider Councilobjectives.
- Assistin developing and improving departmental procedures and quality standards.
- Buildand maintain effective working relationships with:
- LondonFire Brigade
- HousingAssociations
- Voluntaryorganisations
- Governmentbodies and funding agencies
- Representthe Council at meetings, forums, and stakeholder events.
- Maintainaccurate records of inspections, complaints, enforcement actions, andcorrespondence using the Council's document management and case managementsystems.
- Preparereports, statistics, and performance information as required.
- Ensureall casework is managed in accordance with legal and proceduralrequirements.
- Maintainup-to-date knowledge of environmental health legislation and bestpractice.
- Participatein professional development and mandatory training.
- Assistin the training, mentoring, and development of junior officers andtrainees.
- Experienceof working within Environmental Health, Housing Standards, PublicProtection, or a related regulatory field.
- Experienceapplying relevant housing and environmental health legislation.
- Experienceinvestigating complaints and conducting inspections.
- Experiencepreparing reports, notices, and enforcement documentation.
- Experienceworking independently and managing a varied workload.
- Experienceworking within a Local Authority environment.
- Experiencewith HMO licensing and housing enforcement.
- Experiencepreparing cases for legal proceedings and attending court.
- Experienceworking with vulnerable individuals and challenging situations.
- Degreeor professional qualification in Environmental Health or a relateddiscipline.
- Eligibilityto work within a professional Environmental Health regulatory environment.
- Charteredstatus or membership of a relevant professional body (e.g., CIEH).
- Additionalqualifications relating to housing regulation, enforcement, or publicprotection.
- Excellentcommunication and interpersonal skills.

- HousingHealth and Safety Rating System (HHSRS)

- Knowledgeof Environmental Health service delivery within local government.
- Proficiencyin Microsoft Office applications and Environmental Health case managementsystems.
- Location: Churchill Court, 2 Westmoreland Road, Bromley, Kent, BR1 1AS, UnitedKingdom.
- Hours: 36 hours per week.
- PayRate: £36.83 per hour.
- FullUK driving licence required.
- 2days remote, 3 days in the office.
- Flexibleapproach to working hours, including occasional evening and out-of-hoursduties.
- Regularsite visits and property inspections across the Borough.
- Weoperate on a bi-weekly payment schedule.
