Job Description

Pay Rate: £17.43 per hour

Location: Clare House, Airport Road, Belfast

Start Date: ASAP

Expected Duration: 4th October 2026

Working Hours: Monday to Friday - 9am - 5pm. Note: The unit operates on a flexible pattern.

Essential Requirements:

Degree/Level 4 qualification plus 2 years' experience in an enforcement, investigatory or regulatory role.
Experience in a regulatory compliance role
Experience developing operational procedures, inspection frameworks or regulatory processes.
Experience in conducting investigations in relation to non-compliance, securing, handling and managing evidence to required standards, including chain of custody.
Experience preparing investigative reports and evidential documentation.
Strong analytical and problem-solving skills.
Ability to work independently and prioritise work effectively.
Excellent written and verbal communication skills.
Ability to influence stakeholders and manage difficult situations.
Ability to deliver outcomes within tight deadlines and competing priorities.

Desired Requirements:

Experience supporting system, database or business process development for operational delivery

Supporting implementation planning and operational readiness activities.

Main Duties include:

The postholder will work within a newly formed Enforcement Unit and support the Senior Enforcement Officer in developing and delivering a regulatory and enforcements controls programme.

Key Responsibilities:

Support the design, development and implementation of a risk-based regulatory inspection and enforcement programme, including procedures, systems and processes required for operational readiness.
Conduct audits, compliance assessments and inspections, gathering and analysing evidence to support regulatory decisions and enforcement action.
Supporting enforcement action where non-compliancepresents
Maintain accurate records, data systems and reporting processes to meet

Work collaboratively with regulators, government departments, industry stakeholders and businesses to support compliance

Provide advice, briefings and operational updates to support decision-making on inspection, compliance and enforcement matters.

The postholder will also contribute to operational readiness by supporting the development of IT systems, databases, governance arrangements, monitoring processes and stakeholder engagement activities required to deliver a fully functioning inspection and enforcement regime.
