Job Description
Bromsgrove District Council on behalf of the Worcestershire Regulatory Services Board Director of Worcestershire Regulatory Services Salary £107,269 to £111,116 per annum (DRW1 - DRW3)

Worcestershire Regulatory Services is looking for a new Director following the decision of its long standing leader to stand down after 38 years of local authority service. The shared service has delivered Environmental Health and Licensing services on behalf of all six district councils for the last 16 years and delivered or managed Trading Standards for Worcestershire County Council for the same period. The service also discharges petroleum licensing and safety at sports grounds functions for the County Council, and a range of Environmental Health related functions under contract to other councils beyond the county border.

The shared service has a strong track record of good performance and financial efficiency, reporting to a joint committee of the six district councils, which has oversight of the relevant functions. The Director has also worked closely with the County's Public Health Team to ensure Trading Standards services discharge statutory requirements.

The service is looking for a senior regulatory professional with a strong track record of delivering successful outcomes to lead the service into the new world post LGR. You should be an experienced regulatory professional with demonstrable leadership skills across a spectrum of enforcement or related activities. You should have good communication skills, written and oral, and be experienced in working with elected members to deliver against agreed outcome measures. Having a resilient character is essential in addressing the issues that arise from a diverse range of communities and across a significant geographical space. Financial acumen is key to keeping this strong service within its financial envelope but still making the most of the £4.8M budget.

The shared service remains the sole example of a county wide collaboration for regulatory services in a 2 tier area, and innovation has remained at its heart including wide ranging service delivery out of county and embedding the National Intelligence Model at the heart of all enforcement operations. The successful candidate will be familiar with innovations in regulatory delivery and looking to continue to develop these across the breadth of regulatory functions, including others that may come into the service as part of LGR. Two partners recently added Enviro crime and Planning enforcement to the platform and this could continue to be an option looking to the future, no matter the outcome of the re organisation process.
