Job Description
CIGES is the shared department of the chief information officer (CIO) of the Neuchâtel Hospital Network (RHNe). CIGES is the shared department of the main health institutions in the canton of Neuchâtel. We are a non-profit organization owned by AROSS, the CNP, NOMAD, and RHNe. We are responsible for the acquisition and implementation of digital solutions in the public health sector and ensuring their efficient management. CIGES also supports other health stakeholders in the canton and even outside the canton for broader needs. The Neuchâtel Hospital Network (RHNe) is a public reference institution responsible for providing acute and specialized hospital care for the canton of Neuchâtel. A central player in the cantonal health system, RHNe is engaged in an ambitious digital transformation aimed at ensuring the quality of care, promoting digitalization, and developing the efficiency of its processes, serving the population and stakeholders. To carry out the institution's mission and strengthen our teams, we are offering the position of Chief Information Officer (CIO) for the Neuchâtel Hospital Network (RHNe). The CIO of RHNe is responsible for defining the institution's digital needs. This position offers you the opportunity to play a role within RHNe as a leader and to carry the digital strategy as well as the digital transformation. Job DescriptionWithin RHNe, the CIO reports to the director of the Cross-Functional Services Center (CST). In this capacity, they sit on the management committee with a voice in implementing a vision aimed at developing interoperability of systems within the health network. The upcoming challenges will undoubtedly be the provision of new tools for health caregivers and professionals as well as the use of digital technology to support excellence in leadership on these issues. Your ability to innovate will be key challenges to motivate your daily work.Mission and ActivitiesYour mission consists of defining and implementing RHNe's digital strategy, supporting the overall objectives of RHNe's performance. You will develop and manage the roadmap for digital technology and ensure the availability, reliability, and performance of digital tools while ensuring continuity of service according to SLAs defined with the business units. You are responsible for managing the portfolio of digital projects and advancing the projects with conviction and energy. Through an active presence on the ground, you understand the needs of caregivers and business functions, support technological advancements, and arbitrate priorities considering financial and technical issues. You are the promoter of the digital culture at RHNe and carry the digital transformation throughout the sites, between sites, and within the health network. As a guarantor of compliance and sharing of health data, you ensure a constant balance between efficiency of clinical uses and regulatory compliance. You lead processes and budgets, supervise CIGES teams as well as external partners, and ensure quality, efficiency, and value of services provided to the community and stakeholders. We are looking for someone who has already held a leadership position as a CIO or manager involving a significant role and management. You have experience in the hospital sector (an asset) and you understand both hospital issues and those of a health network. With higher education, you have at least 5 years of experience in positions of responsibility. You have held positions covering the main functions of a CIO with both internal staff and external partners. You have managed projects in a complex environment and are able to demonstrate your capacity to drive change in complex settings. You are familiar with risks and challenges related to cybersecurity and data protection.This key position reports directly to the general director of the company, and as the CIO of RHNe, you will be a member of the CIGES management committee. Since CIGES is a shared structure, the position does not have directly assigned resources. This position is located close to the business, on one of the RHNe sites, in Neuchâtel or La Chaux-de-Fonds.
