This role is subject to:
  • Two References - where possible, we require 3 years' history
  • Qualification - Level 3 qualification in Insurance or equivalent demonstrable experience
  • Casual Car Documentation - The successful candidate will be a designated Casual Car User which means that car journeys may be necessary on an occasional basis, but are not essential to the role. If you do drive, you must always hold a full valid driving licence and provide your own car for use at work, as well as provide all the appropriate documentation. You will receive an allowance per mile of business use.

We're looking for an experienced Deputy Insurance and Claims Manager to join our Audit and Risk Management Service at Manchester City Council. Our Insurance and Claims Team is central to our success. Working alongside audit, health & safety, risk, and business continuity, we provide expert assurance, manage financial risk, and embed best practice across the Council and partner organisations.

This role is predominantly office-based with home working where appropriate. You will be able to work flexibly, from home or remotely some of the time; and across Council sites or offices within the Greater Manchester area in support of colleagues, clients and partners.

What You'll Do

As Deputy Insurance and Claims Manager, you will:
  • Support the Insurance and Claims Manager and the other Deputy Insurance and Claims Manager in developing and delivering the Council7s insurance and risk financing strategy.
  • Manage insurance portfolios, monitor reserves and provisions, and ensure value for money in risk financing arrangements.
  • Lead on commissioning, procurement, and management of insurance policies, brokerage, and specialist contracts. Assist with the management of budgets to ensure insurance expenditure is effectively maintained and recharged where appropriate.
  • Analyse claims data, commission actuarial reports, and use insights to inform risk management and financial planning.
  • Investigate high-risk and high-value claims, ensuring compliance with policy conditions and legal requirements, identifying lessons learnt from claims outcomes, ensuring they are used to inform effective risk management.
  • Provide expert advice to senior stakeholders, influencing decisions and driving continuous improvement.
  • Deputise for the Insurance and Claims Manager as required, ensuring service resilience and continuity.
  • Support the Insurance & Claims Manager in the delivery of insurance and risk financing strategies to partner organisations under Service Level Agreements.
  • Manage and develop colleagues to build capacity and capability across the team.
About You

We're looking for someone who is:
  • Qualified to Level 3 in Insurance (or equivalent demonstrable experience).
  • Experienced in managing insurance portfolios, claims investigations, and financial risk.
  • Skilled in analysing complex data, identifying trends, and informing strategic decisions.
  • A confident communicator and negotiator, able to influence stakeholders and secure best outcomes.
  • Commercially aware, with experience in insurance risk procurement and contract management.
  • Committed to equity, inclusion, and the Our Manchester values.
