Job Description2-3 month contract role with a Local Authority
Job Summary:
- Oversee and manage highway maintenance activities across the network, ensuring roads, footways and drainage systems are maintained to a safe and compliant standard.
- Deliver reactive, preventative and cyclical maintenance programmes, with a strong focus on highways drainage and flood management.
- Act as a key front-line representative for the Council, responding to incidents, engaging with communities and ensuring high levels of customer satisfaction.
Key Duties/Accountabilities (Sample):
- Undertake routine highway inspections, identifying defects and prioritising maintenance requirements.
- Investigate highway issues, particularly drainage and flooding, using site visits, data analysis and specialist techniques (e.g. CCTV surveys, ground investigations).
- Respond to incidents such as flooding, collisions and spillages, ensuring the network remains safe and operational.
- Scope, order and manage highway maintenance works, including cost estimation, contractor coordination and progress monitoring.
- Plan and programme cyclical and reactive maintenance works to minimise disruption and deliver value for money.
- Work closely with contractors to ensure works are delivered to required standards, timescales and budgets.
- Engage with local communities, parish councils and stakeholders, incorporating local knowledge into maintenance planning.
- Maintain accurate records, reports and data using IT systems, including spreadsheets and (ideally) GIS.
- Ensure compliance with health and safety legislation, risk management processes and council policies.
- Contribute to a "one team" approach, supporting cross-team collaboration and service improvement.
Skills/Experience:
- Strong experience in highway maintenance, particularly drainage and flood management (essential).
- Knowledge of highway legislation, including Highways Act 1980, New Roads & Street Works Act 1991 and Road Traffic Act 1988.
- Experience in winter maintenance operations (desirable).
- Ability to investigate issues, analyse data and produce clear, structured reports.
- Experience managing contractors and overseeing works delivery.
- Good understanding of health and safety practices within highways/construction environments.
- Strong communication and stakeholder engagement skills.
- Ability to work independently and manage competing priorities.
- Full UK driving licence (essential).
