Cardiff Councils Support and Accommodation Service provide accommodation, advice and support to vulnerable single people and families in housing need.
Our services run 24/7 365 days a year.
Due to the Covid19 pandemic, our service has had to make large changes and the successful candidates will contribute to the expansion of the service within.
About the jobThe Complex Needs Outreach Officer will be responsible for:
Minimise the number of people sleeping rough in Cardiff by ensuring clients have access to timely intervention, appropriate support, and suitable accommodation.
Deliver a high-quality, person-centred, trauma-informed, multi-agency assertive outreach service to people experiencing rough sleeping in Cardiff.
Identify, engage with, and conduct welfare checks for newly presenting clients, repeat and entrenched rough sleepers, with the aim of supporting them to access services and accommodation that meet their individual needs.
To build and maintain positive, trusting relationships with clients who may have complex needs, including mental health issues, substance misuse, and histories of trauma.
To work collaboratively with partner agencies (including housing, health, substance misuse services, mental health teams, and the voluntary sector) to coordinate effective, holistic support plans.
Carry out risk assessments and safeguarding actions, responding appropriately to concerns regarding clients' safety and wellbeing.
Maintain accurate, timely case records and monitoring information in line with organisational and data protection requirements.
Contribute to service development by sharing insights from frontline outreach work and participating in team meetings, training, and reflective practice.

The working environment can be challenging so the ability to remain calm under pressure will be an advantage. The role will require the successful candidate to support the management team with all aspects of the service.
