Job Description
Change Management Facilitator - 6-month Contract - Oranmore, Galway 
The appointed Change Management Facilitator will translate mid-term strategy and organisational review outcomes into practical, implementable actions. The role supports leadership in delivering sustainable organisational change, facilitates staff engagement, communication, and cultural alignment, and enables measurable improvement in performance and service delivery.
Scope of Services- Change Strategy & Planning
- Develop a comprehensive Change Management Strategy
- Translate review findings into a prioritised implementation roadmap
- Staff Engagement & Facilitation
- Facilitate staff fora/workshops to plan and manage change processes across Marine Institute functions
- Engage staff in the design and implementation of change processes
- Communication
- Develop a structured communication strategy
- Support the Senior Leadership Team in delivering clear, transparent messaging and consistent updates on progress
- Change Implementation Support
- Define governance structures (e.g., Terms of Reference for staff fora, reporting lines)
- Support design and delivery of new structures, process improvements and strategic initiatives
- Risk Management
- Identify organisational and cultural risks
- Develop mitigation strategies
- Address challenges and resistance proactively in a regulated, unionised setting
- Monitoring of Impacts / Realisation of Benefits
- Define success metrics and KPIs
- Develop reporting dashboards
- Track progress, adoption and realisation of benefits

- Experience in the Irish or EU public service context
