The Countywide (CW) SCADA Technical Lead will report directly to the Countywide SCADA Manager. The Countywide SCADA Technical Lead will work closely with the NOMC Telemetry Services functions and will be responsible for central management of proprietary systems which provide remote visibility of Uisce Éireann operating environments. Countywide systems fulfil a number of different roles across different asset groupings and have been utilised across many different local authorities.
The CW SCADA Lead will establish a team to manage these systems to ensure the required level of service is maintained to field operations teams, greater commercial understanding is delivered and transition of sites from proprietary system to UÉ Enterprise National Telemetry System (NTS) is planned and managed in line with Strategic and Operational requirements.

Main Duties and Responsibilities:
- Engage with ROMMs & Operational Control teams as key stakeholders to establish service requirements
- Manage key relationships with Countywide provider supply chain to support on journey to improved shared benefits.
- Manage SLAs for System Integrator services and ensure that 3rd party System Integrators perform in a consistent and effective manner.
- Establish an admin function to centrally manage the generation and delivery of work to be carried out across the various systems nationally.
- Development of processes to manage 3 rd party providers workload on CW SCADA systems in an effective and efficient manner.
- Development of process to manage Uisce Eireann site SCADA to national standard
- Prioritisation of work of 3 rd party providers based on multiple demands from the regional operations teams and definition of business-critical parameters with key regional stakeholders to provide consistency and clarity in this approach.
- Manage asset base under coverage by total quantum and asset type and ensure that this aligns with Asset Intelligence processes.
- Analyse the replacement of sites currently on CWs with new outstation to NTS
- Collaborate with Asset Management and Asset Planning on the prioritisation of the CW systems replacement over a multiyear programme and engagement with the delivery of this programme with Infrastructure Delivery
- Work with Telemetry Services team to co-ordinate demand on 3 rd party Supply chain and input to the development and delivery of the Telemetry Integration and Implementation Strategy for AO
- Manage Interface with IT/OT Cyber Security teams on the development of Cyber requirements on 3 rd party systems and ensure that there is continuity in service on utilisation of systems
- Ensure alignment with development of Intelligent Control Centre and that all processes are aligned with this new enterprise system going forward
- Lead and manage a skilled team of technical professionals, promote cross-functionality, and manage the development of skills, competencies and capabilities within the team.
- Provide status updates and KPI's for management and Balanced Scorecard reports on progress with activities in this area.
- Define, promote and enforce strong governance including applications and compliance standards.
- Manage and conduct the performance management and development processes for direct reports
- Collaboration with key internal stakeholders across the UÉ business.
- Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
- Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
- Conducts duties and responsibilitiesin accordance withUisceÉireann's Information Security policies, standards,processesand controls to protect the confidentiality,integrityand availability of UÉ business information, and delivery of critical services,in accordance withthe NIS Directive and any other relevant cybersecurity regulation.
- Other duties as required.
- Relevantthird level qualification and or accreditation is desirable and or relevant experience (m.sh. Engineering or Information Systems, Computer Science or a related field)
- A minimum of 5 years' experience in the water, utilities or similar industries is desirable.
- Significant management experience in an operational or customer service-related area

- Competent in managing projects, performance and people as well as having a sound understanding of budgetary controls
- Sound financial management skills in order to ensure that activity based financial management leads to increased productivity, delivering efficiencies and effective operation whilst improving customer service
- Excellent collaboration, communication and influencing skills (to communicate at all levels both within and outside the business and distil complex information into an understandable format to communicate difficult and complex issues)
- We aim high - proven track record of developing and successfully delivering significant results in a complex operational environment
- Knowledge of Uisce Éireann policies and procedures, for example emergency planning including having the knowledge and ability to manage an incident
- We work better together - experience of managing teams with a proven track record of innovative management achieved through the direction, empowerment and motivation of a large team
- In depth understanding of the requirements of the regulator in relation to water quality
- Lead culture change to support the achievement of the water quality targets particularly driving towards predictive and proactive delivery methods
- Engaging in the business and externally to ensure recognition and understanding of how water operations may or will impact other functions of Uisce Éireann or externally
- Good understanding and deployment of reputational management issues
- Experience with Water Utility telemetry systems, alarm management, remote asset monitoring, water management systems desirable.
