We have an exciting opportunity for a Capacity Market Policy & Regulatory Advisor, also known as a Capacity Market Design Advisor-Grade 12, to join our Rules management team.
Customer and Code Management is the directorate within Elexon that operates the more customer-focused processes of the multiparty contractual framework that is the Balancing and Settlement Code (BSC). Sitting within Customer & Code Management, the Rules Management team supports Ofgem and industry to develop and implement changes to the Capacity Market (CM) Rules and BSC rules that benefit the electricity market. The team engages with senior Elexon colleagues and industry stakeholders, delivering high-quality outputs that impact and enhance Elexon's reputation.
Rules Management is divided into the Capacity Market Advisory Group (CMAG), BSC Change, Digital Code Management, and BSC Administration teams. The CMAG and BSC Change teams progress changes through a structured governance framework, developing solutions to technical challenges. The BSC Administration team manages documentation updates, ensuring accurate implementation of new versions. The Rules Management team also supports the operation of the BSC Panel and its sub-committees, and has a Product Owner dedicated to service and digital product improvements.
The CMAG team administers the CM Rules change process on behalf of Ofgem, providing secretariat support and technical expertise on the CM framework to external stakeholders.
Job Purpose:
The Capacity Market (CM) ensures security of supply and prevents blackouts in Great Britain. Since its inception in 2014, it has awarded billions in Capacity Agreements supporting new power generation, flexibility, asset improvements, and the viability of existing capacity. The CM Rules define participant obligations, eligibility, and processes for securing agreements.
With UK electricity policy rapidly evolving towards decarbonisation (Clean Power 2030), technological advancements, and the need for secure, affordable power, this is an exciting time to shape the future of the GB Capacity Market and its Rules framework.
The Capacity Market Design Advisor (CMDA) will be a SME on CM Rules, Regulations, and CMAG processes. They will analyze, advise, and support internal teams and external stakeholders on future market design changes, working with industry, Ofgem, government (DESNZ), NESO, and ESC.
Specific responsibilities include:
- Developing and assessing policy solutions for CM Rules issues and presenting options.
- Leading specific market design and analysis work to support CM Rules changes.
- Providing SME support on CM Rules design and assessment, focusing on strategic areas.
- Explaining Capacity Market principles and processes to stakeholders and delivering training and knowledge sharing.
- Leading and participating in projects as a SME, supporting wider Rules Management activities.
- Facilitating knowledge sharing across Elexon.
- Reviewing outputs for technical accuracy and messaging, including reports and presentations.
- Covering for team members as needed, undertaking related tasks.

- Maintain integrity of GBCapacity Market Rules through robust design principles and quality analysis.
- Undertake technical work to support CM Rules changes.
- Contribute to strategic projects and initiatives.
- Engage with industry stakeholders, including Elexon's customers, Ofgem, government, NESO, and ESC, influencing and building confidence in Elexon.
- Provide excellent customer service with strong diplomacy skills.
- Support team and organizational objectives, demonstrating Elexon's values.
- Continuously develop understanding of the CM, BSC, governance, and market arrangements.
- Learn and implement new tools and methodologies.
Capabilities:
