Building Safety Lead - Warwickshire
£27 p/h PAYE - £35 Umbrella / Deemed LTD (Inside IR35)
37 hours per week

We are currently recruiting for a Building Safety Lead on behalf of Warwick District Council to play a critical role in ensuring compliance with the Building Safety Act 2022, fire safety regulations, and wider statutory property obligations.
Working across a large and varied residential asset base, this is a strategic and operational leadership role. You'll act as the key point of contact for the Building Safety Regulator in relation to High-Risk Residential Buildings (HRRBs) and will oversee the development and delivery of the council's building safety strategy, including the "big 7" compliance areas: gas, electric, asbestos, fire, water hygiene, lifts, and overall structural safety.

Responsibilities:
  • Lead the council's compliance with building safety and fire safety legislation, including development and maintenance of building safety cases.
  • Act as the designated point of contact for the Building Safety Regulator for HRRBs, ensuring accurate and timely reporting.
  • Oversee delivery and monitoring of statutory compliance for all safety-related disciplines including asbestos, lifts, water hygiene, gas, electrical, and fire.
  • Lead on the development of building safety strategies, performance reporting, and assurance across the housing stock.
  • Own the building safety data, ensuring proactive risk identification and mitigation through effective safety case management.
  • Drive resident engagement strategies that promote transparency, building confidence, and provide clear routes for escalation.
  • Deliver and maintain high-quality risk assessments, including Fire Risk Assessments, and ensure effective follow-up on findings.
  • Report to senior leadership and members through formal council processes, contributing to service planning and scrutiny.
  • Work closely with other compliance leads, health and safety teams, and external consultants to embed best practice and continuous improvement.
Requirements:
  • Degree or chartered membership with RICS, MCIOB, CABE, or similar professional body.
  • NEBOSH General Certificate (or working towards) - Diploma preferred.
  • Extensive knowledge and experience of building safety and property-related compliance in a housing or similar setting.
  • Previous experience managing audits, contractors, budgets, and delivering policy improvements.
  • Strong knowledge of statutory building safety and fire safety legislation including the Building Safety Act 2022.
  • Experience managing multi-disciplinary teams and working across departments to deliver shared compliance goals.
  • Excellent communication skills, with the ability to prepare reports and recommendations for senior leadership and regulators.
  • Strong understanding of data ownership, safety case files, and engagement with high-risk buildings.
  • Access to a vehicle and willingness to travel for site visits as required.
Desirable:
  • Background in social housing
  • Accreditation in specialist areas such as asbestos (P405), legionella, fire safety, or lift safety
  • Membership with IFE, TechIOSH, or CMIOSH
  • Experience using asset management systems and compliance reporting tools
