Job Type: 1 2 months Fixed Term Contract

JOB SUMMARY

The Bid Manager will lead the strategic direction and oversight of the bid function across three divisions, ensuring high-quality, consistent, and effective submissions. This role covers the end-to-end bid process-from initial reviews, planning, writing, and coordination to managing post-award or loss feedback-delivering bids that align with business objectives and achieve measurable success. You will have proven capability in delivering winning, multi-million pound product or complex services opportunities.

PRINCIPAL TASKS & ACTIVITIES

The Bid Manager will be expected to undertake the following (subject to change):

  • Owning the end-to-end delivery of the bid response.
  • Completing EOIs, PQQs, ITTs and Competitive Dialogue procedures, gaining input from cross-functional teams.
  • Ensure Bid Governance processes are followed.
  • Create and maintain bid scoring sheet and bid tracker/forecast.
  • Write and maintain technical examples and other demonstrable evidence used for tenders, working closely with other key personnel.
  • Coordinate tender information, deadlines, and responses.
  • Organise internal and external meetings regarding tenders and framework opportunities.
  • Conduct Bids induction to new starters.
  • Collate, monitor, analyse and report upon social value activities, including Thrive platform reporting and KPI alignment.
  • Maintain Social Value resources used for bids and communications.
  • Monitor and communicate bid-related legislative changes (e.g., ED&I, Modern Slavery, PPN006, PCA2023).
ABOUT YOU

We're looking for a Bid Manager with a proven track record of delivering winning, multi million-pound bids for complex products or services. Your eye for detail, strong project management, and planning skills will be essential, alongside a desire to build on your commercial awareness and sector knowledge. Experience within the NHS or wider public sector is highly advantageous.

The ideal candidate will be:
  • Highly motivated, positive, and innovative, with a customer focused, 'can do' attitude.
  • An experienced manager who can inspire and motivate teams, ensuring deadlines are met and bids are of the highest quality.
  • A strong communicator, both verbal and written, able to engage with all contributors and translate technical input into compelling, clear content.
  • A deep understanding of social value drivers, key themes, and metrics, with experience delivering social value strategies and stakeholder engagement.
  • The ability to produce easy to read, compelling, evidence based material that clearly articulates Liaison's value proposition and secures new contracts while retaining existing clients.
Experience and skills:
  • 5 years' tender experience
  • Preferred knowledge of the NHS
  • Experience of framework organisations and agreements
  • Experience of online website portals
  • Proven bid team involvement
  • Experience of executive summaries
  • Works well under pressure and meets agreed deadlines
  • A high attention to detail
  • Prioritise workload
  • Proficiency in Microsoft Word, Microsoft Power Point and Excel
  • Minimum APM PFQ qualified to demonstrate project management skills
