Job Description
Overview Moorfields Eye Hospital are recruiting a highly experienced Head ofFinancial Planning & Projects to join their team.

THE POST The aim of the Head of Financial Planning, Corporate Reporting & Projects is to be responsible for leading the monthly reporting process for the Trust delivering clear reports on the financial position to Trust Board, internal and external stakeholders. The post holder will also be responsible for preparing the Trust financial plan and the production of the Trusts annual budgets, understanding the underlying financial position, the development of medium-and long-term financial models and be the finance governance lead for the Trusts efficiencies programme. In addition, the role will be a central point for leading project initiatives impacting on financial reporting, management and control within the Trust.
The post holder will work closely with the Head of Financial Management and the Deputy Chief Financial Officer to provide leadership and direction to improve the financial reporting, planning and performance of the Trust. As a member of the senior finance team the post holder may frequently be asked to attend meeting and committees on behalf of the Head of Financial Management, and Deputy Chief Financial Officer.

Responsibilities
- To work closely with the Deputy Chief Finance Officer, and Head of Financial Management, finance business partners and divisional management teams in the preparation of business planning and financial budget setting process.The post holder will have overall responsibility for trust wide budget setting to ensure a timely and accurate plan is submitted to Trust Board and to NHSEI.
- Lead the completion of the annual planning regulatory reporting returns to NHS England, and local ICB information collections, to the prescribed timescales. This entails the coordination of sensitive and complex information from numerous teams across the Trust and will require interpretation to align with various definitions and comply with reporting requirements across the healthcare network.
- Support the Deputy Chief Financial Officer with the development of medium-and long-term financial models, underlying position and key sensitivity and scenarios modelling. This will include both the annual plan and a rolling 12 month forecast plus the reporting of an underlying Trust financial position with a forward outlook of several years.This complex financial information needs to be presented to Finance Committee, Management Executive financial and non-financial board members with expert knowledge of the NHS financial regime and expertise in financial management.
- This will require coordination of sensitive and complex information from numerous teams across the Trust and will require interpretation to align with various definitions and comply with reporting requirements across the healthcare network.In addition, the postholder will be required to concentrate for a significant periods of time, reviewing long reports and planning guidance and be asked to incorporate ad hoc requests to meet deadlines.
- To work closely with the Head of Financial Management in managing the Trust's monthlyreporting and forecasting cycle through the General Ledger, the integrity of Trust wide information and feeder systems, ensuring that all financial information is meaningful and produced according to agreed reporting deadlines.
- Direct the completion of the monthly finance reports to relevant forums including Finance Committee, Management Executive, and Trust Board reporting, ensuring that they are timely, complete and accurate, for review by the Deputy Chief Finance Officer and Chief Finance Officer.
- Lead the completion of the annual planning regulatory reporting returns to NHS England, and local ICB information collections, to the prescribed timescales.
- Prepare internal trust level financial reports for the Management Executive, Trust Board, Finance Committee and others as required.
- In conjunction with finance business partners and managers, ensure financial governance of the Trust-wide efficiency programme.This will include validating, collating and reporting schemes that are realistic, achievable, risk rated and have ownership, reporting to the Trust Board recurrent and non-recurrent delivery, forecast delivery, and effects on the Trusts underlying financial position.
- To monitor and improve the processes for financial reporting, ensuring internal and external requirements are achieved, maintain the budgetary control system and coding structure, ensuring a robust audit trail exists in this process.
- To support and input into the production and timely completion of the year end accounting cycle.
- To ensure that appropriate analytical review analysis is completed to support the accounts.
- Design, adapt and introduce financial information technology tools to widen the depth, completeness and quality of financial information available to stakeholders; and to improve to productivity of processes within the Finance Department. Propose changes to make the reporting more effective and streamline the process for completion, automating where possible and delivering continuous improvement initiatives to ensure the reports evolve.
- To take collective responsibility for external stakeholder management, including relevant CFO's or major financial leaders in significant finance projects to ensure smooth operations, timely payments of material debtor balances.
- To influence strategic planning and provide challenge to the divisional management team. The post holder will communicate highly sensitive, complex and contentious information and will need to influence the team to ensure that services are planned in line with the strategic direction of the Trust.Highly developed communication skills and political awareness are necessary to the successful functioning of this role.
- To take overall responsibility for financial planning within the overall divisional business plan and compliance with the business case process.
- To ensure that benchmarking and networking opportunities and are maximised to promote best practice within the division.
- Degree or equivalent professional experience.
- The post holder must be a qualified member of a CCAB body (ACCA, CIPFA or CIMA) and be actively undertaking Continuing Professional Development (CPD).
- Experience of supporting budget holders at a senior level.
