Associate Director, Project Implementation Advisor, Procurement, Policy, Advisory DeptThe Associate Director, Project Implementation Advisor (PIA) is a lead PIA in the PPAD Implementation team for a project portfolio in Sub-Saharan Africa (SSA). The Associate Director, PIA will act as a procurement and implementation specialist for the Bank throughout the entire project cycle, to minimize risk for the Bank and ensure all deals are robust in terms of procurement and implementation arrangements from project development to completion. The Associate Director, PIA will contribute to policy dialogue with public procurement authorities in the region and participate in annual planning of the client's procurement activities, focusing on Bank-funded projects. The role involves utilizing an extensive network of regional clients and internal connections to enhance cooperation, resolve conflicts, and ensure shared understanding of project objectives.
The Associate Director, PIA shall safeguard the Bank's fiduciary responsibility and ensure timely and efficient project implementation in accordance with the Bank's Procurement Policies and Rules (PPR) for both private and public sector operations. The role also involves managing potential conflicts of interest between operational/business and policy issues.
The Associate Director, PIA will lead and support other Procurement team members.
This role primarily provides procurement support for projects in Sub-Saharan Africa (SSA), with assistance extended to other countries as needed.
Accountabilities & Responsibilities
- Lead in preparing project procurement and implementation strategies, ensuring compliance with PPAD Operational Standards, to minimize risks and facilitate timely project delivery. Prepare memos for Bank committees and the Board of Directors for any policy exceptions or derogations.
- Assess implementation risks, procurement and contractual arrangements, and client capacity; propose mitigation measures to ensure project success during structuring and execution. For PPP and concession projects, analyze procurement arrangements for compliance with relevant policies.
- Review legal documentation, including donor and grant agreements, for compliance with PP&R and project strategies.
- For public sector projects: review and approve procurement documents, contracts, and amendments to ensure compliance and mitigate procurement complaints.
- Engage in policy dialogue with procurement authorities, governments, and stakeholders to enhance cooperation and resolve conflicts.
- Prepare and monitor procurement activities and disbursement forecasts to ensure timely implementation and disbursement of funds.
- Manage the selection and contracting process for consulting assignments during project lifecycle.
Knowledge, Skills, Experience & Qualifications
- Degree in business administration, economics, engineering, or law.
- Procurement qualification or CIPS membership preferred.
- Practical experience in procurement and project implementation in developing or transition countries, with good risk management knowledge and modern procurement practices.
- Experience with large-scale procurement operations for infrastructure and energy projects.
- Experience with Procurement Capacity Assessments is desirable.
- Experience working on IFI-funded projects.
- Knowledge of FIDIC Contracts.
- Support for green and sustainable procurement practices.
- Thorough understanding of procurement policies and procedures.
- Proven management skills.
- Excellent English language skills; proficiency in French is required. Knowledge of additional languages is an advantage.
- Strong analytical and communication skills; experience handling complaints and interpreting complex documents.
