The main function of this role is to support the Inspector in the day to day supervision, motivation, planning and organising of employees while enforcing the provisions of the Fisheries Acts, Water Pollution Acts, Water Framework Directive and other relevant statutory provisions, and providing comprehensive conservation, protection, improvement and development services, inland and at sea.

The Job

The role of Assistant Inspector has four main areas of responsibility:

1. Fisheries Protection
2. Fisheries Development
3. Staff Line Management
4. Various general duties which will support the Inspector

Additional responsibilities may arise as the environment and stakeholders change.

Assistant Inspectors work a 39 hour week and this will include weekends, evenings, early mornings and late nights.

Fisheries Protection

• Conduct patrols of lakes, rivers, sea, coast and estuaries to check for illegal fishing.
• Inspect commercial salmon and sea trout licence holders to ensure legislative compliance.
• Inspect recreational anglers for licence and/or permit and other anglers for compliance with fisheries regulations and bye laws.
• Issue Fixed Penalty Notices or apprehend offenders as necessary.
• Prepare prosecution case files in accordance with the prescribed IFI prosecution procedure; apprehend offenders, gather evidence, attend proceedings, give evidence and provide reports for legal advisers and relevant officers.
• Participate with the Air Corps, Sea Fisheries Protection Authority (SFPA) and Naval Service in fisheries patrols at sea on their protection vessels.
• Detect and report pollution, take samples and gather information on water pollution and environmental damage and liaise with the Fisheries Environmental Officer as required.

Fisheries Development

• Assist senior employees in preparing and implementing fisheries development and protection programmes.
• Assist in the improvement and development of fisheries access and infrastructure.
• Undertake and/or oversee habitat improvement work.
• Monitor fish catches and movements and take samples.
• Participate in periodic surveys.
• Engage in restocking, improvement work, construction of facilities, predator control and similar activities.
• Coordinate and conduct IFI fish surveys and habitat assessments as required (e.g., CWEF, stock surveys, habitat surveys, barriers, and environmental monitoring).
• Assist with the Something Fishy programme and Education & Outreach events as required.

Staff Line Management

• Train and induct new employees.
• Plan and organise staff rosters.
• Monitor and appraise job results of employees within the area of remit through coaching, counselling and disciplinary procedures where appropriate.
• Maintain absence records and manage absenteeism in line with absence management procedures.
• Enable the team by supplying necessary equipment.
• Ensure that safety equipment is maintained and that service records are kept up to date.
• Ensure that risk assessments are completed and action taken as appropriate.
• Conduct weekly, monthly and annual reporting as required.

General Duties

• Submit internal reports and Service Level Agreement (SLA) metrics as requested by the line manager.
• Provide input in the development of Strategic Policies, Business Plans and Standard Operating Procedures (SOPs) as required.
• Support special projects by organising and coordinating information and requirements.
• Support and assist research and survey work, such as Catchment wide Electrofishing, Barriers Surveys, Water Framework Directive initiatives and other emerging projects.
• Prepare, use and maintain all property and equipment such as boats, nets, electrical fishing gear and lifejackets.
• Liaise and develop relationships with stakeholders such as An Garda Síochána, angling clubs, fishermen, community development groups and statutory agencies.
• Provide support for invasive species initiatives as requested.
• Oversee and manage fish counter operations in the district.
• Utilise appropriate technology as required (e.g., GPS, GIS digital cameras).
• Maintain professional and technical knowledge by attending training as necessary.
• Contribute to team efforts by accomplishing related results as needed.
• Engage in marketing and promotion initiatives as directed.
• Perform additional ad hoc duties as requested by the line manager or nominee.

Experience - Essential

• A recognised qualification in a relevant discipline or equivalence, supported by a minimum of 2-3 years of experience in a field based fisheries role.
• A full Category B driving licence valid in Ireland.
• Reside close to base - within a 60 minute drive of the assigned base location.
• Proven supervisory experience that enables the candidate to lead in fisheries and project management.
• Proven experience in motivating and forming effective working relationships with team members and others.
• Experience in managing a budget and identifying improvements where cost and time savings can be realised.
• A keen sense of self development and a desire to keep up to date with innovation and technological developments.
• Good working knowledge of GPS, GIS digital cameras and willingness to apply this knowledge in the field.
• Proven experience in report writing and record keeping.

Experience - Desirable

• Previous experience as a coxswain.
• A recognised qualification in Management or a related discipline.
• Powerboat Level 2.
• Kayaking Level 3.
• Knowledge of fisheries legislation.
• Knowledge of other relevant environmental legislation.
• A full Category BE driving licence valid in Ireland and ability to tow trailers.

Garda Vetting

The successful candidate will need to undergo Garda Vetting and completed safeguarding training prior to commencing the role.

Remuneration & Benefits

The salary scale is the 15 point Assistant Inspector scale with two long service increments. Point values are:

Ununsocial hour's allowance (UHA) up to €8,117.29 per annum (pro rata). The UHA is payable at either 50 % or 100 % relative to the number of unsocial hours worked.

Salary is not subject to negotiation and may be adjusted in line with government pay policy. New entrants begin at point 1 subject to the Haddington Road Agreement and subsequent Government Agreements.

Tenure

This position is offered on a permanent contract basis.
