The RTB are seeking to hire a legal professional with a minimum of 5 years PQE on a 9 month temporary contract. The post-holder will be required to attend the RTB's office in Dublin 2 a minimum of 2 days per week. This is a 35 hour working week.
You will play a key role in supporting the RTB's preparation for the key changes to the Residential Tenancies Act coming into effect on 1 March 2026. Your work will focus on reviewing the legislative changes, advising on compliance requirements, and ensuring RTB policies and processes are fully aligned with the updated legal framework. RTB resources and templates provided to landlords, tenants and agents will need legal review to ensure they are accurately updated to support compliance with the regulation of the rental sector in Ireland. In addition to this high priority project, you will also be responsible to managing the Legal Affairs Unit which currently has 1 HEO and 1 EO. The unit is supported by external legal advisors.
Key responsibilities of the Legal Affairs Unit: Legal Support and Advice- Providing high quality, clear, and timely legal advice to the Board, Director, and various business units on all aspects of the RTB's legal functions to ensure that RTB decisions are legally robust.
- Ensuring the RTB is informed of up-to-date legal developments in the areas of core interest to the RTB's work.
- Actively develop the relationship between the work of the Legal Affairs Unit and its internal customers by collaborating on projects.
- Provide training and guidance to RTB staff on legal matters and updates in relevant legislation.
- Identify, manage and mitigate legal risk across the RTB.
- Advise on litigation matters and liaise with external solicitors and counsel on behalf of the RTB, as required.
- Represent the RTB in litigation matters where appropriate.
- Ensure the RTB complies with all relevant laws and regulations, including housing legislation and data protection laws.
- Support the enforcement activity under Sec 144 of the Residential Tenancies Act (RTA), advising on prosecutions, preparing affidavits, drafting and applying for summons to the District Court if required.
- Manage legal disputes, including representing the RTB in court or other legal proceedings if required.
- Lead and/or manage legal proceedings concerning the RTB's enforcement functions.
- Assist in the development and implementation of policies and procedures to ensure legal compliance and best practices.
- Assist in making proposals or recommendations to Government regarding legislative changes.
- In conjunction with other relevant RTB business units, draft, review, and negotiate contracts and agreements to ensure the RTB's interests are protected.
- Manage the relationship with the RTB's external legal advisors.
- Represent the RTB at external stakeholder meetings and events.
- Engage with local authorities, government departments, and housing bodies in a way that is aligned with the RTB's strategic objectives with a focus on building and maintaining strong relationships.
