An Ról:
The Commercial Function within the Infrastructure Delivery Directorate is responsible for providing the Directorate with the expert commercial and contract management knowledge that is required to deliver the Capital Investment Plan. As the commercial center of excellence driving consistency in the commercial management of contractual arrangements, this team works to minimise risk and increase efficiency in the delivery of the CIP. They are responsible for building commercial competence and capability within the directorate, increasing and evidencing value, whilst reducing commercial, quality and supervisory risk from the way in which the portfolio is delivered. There are three core departments within the Commercial Function, namely Commercial & Contract Management, Estimation and Cost Intelligence and Construction Services.
Main Duties and Responsibilities:
Support the Cost Intelligence team in the establishment of Uisce Éireann's costing approach and implement the strategies to underpin the Capital Investment Plan.
Work with stakeholders to ensure accurate data is input into the Unit Cost Database and Project Costing Template and work with stakeholders to improve processes.
Data analysis and production of cost models; and to facilitate the incorporation of models into estimating tools.
Undertake analysis to provide management information on Uisce Éireann's costs, to be used in highlighting trends, risks and opportunities for efficiency.
Data management & governance in the collation of information for the cost basis for proposed capital efficiency savings.
Participating in the delivery of initiatives to support the development of UÉs cost intelligence capability.
Support the development of cost information alignment strategy to enable consistent cost categorisation.
Support the implementation of the costing strategy and benchmarking policy.
Assisting in co-ordinating the activities of external service providers.
Implementing cost database enhancements are aligned to future investment planning requirements.
Developing Key Performance Indicators in relation to cost estimation completed both internally and externally through service providers.
Raise risks and issues as appropriate to the Cost Intelligence Specialist
Co-ordinate tasks and schedules as appropriate
Keeping up to date with best practice
Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering against health and safety objectives and requirements to the highest industry standards.
Support the delivery of the Uisce Éireann Transformation Programme driving results required within the Directorate and supporting organisation wide objectives.
General Duties and Responsibilities

Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
Conducts duties and responsibilities in accordance with Uisce Éireann's Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information, and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation.
Other duties as required.
Knowledge, Skills and Experience:
Relevant 3rd level qualification in, Quantity Surveying, Engineering, Economics, Finance or equivalent.
3-5 years of experience in a data analytics role in a similar industry would be an advantage.
Knowledge of cost estimating or pricing within a utility, contractor or consultant firm focused on the delivery of water and wastewater assets would be an advantage. Proven track record of effective collation and management of large volumes of datasets and tools and ability to engage with stakeholders to meet business needs.
Ability to develop and maintain effective partnerships with key stakeholders internally and externally
Experience in independently resolving customer challenges while maintaining high service standards.
Experience in encouraging teamwork and knowledge-sharing to enhance team performance. Evidence of motivating colleagues to achieve shared goals and improve outcomes.
Strong analytical skills and ability to identify and analyse problems and make improvement decisions that benefit the team/communities.
Ability to proactively identify new areas of improvement and implement new ways to do things.
Demonstrate the ability to fix safety issues quickly and look for improvements in line with business strategy
