Agency and Utility Technical Lead

The Portfolio team supports the effective management of the delivery of the IDD investment programme by ensuring governance and control through data management and systems, processes and performance reporting and analysis including the management of planning, land, wayleave, utility and statutory consents. This enables efficient delivery of the investment programme by providing programme visibility, informed risk management, analysis, challenge, and decision making. The team also provides expert support in key areas that enable the effective, efficient, and sustainable delivery of the IDD investment portfolio.
Main Duties and Responsibilities- Be responsible for developing relationships with key agency and utility stakeholders and maintaining them with a consistent approach across all stakeholders; work with Project Managers to agree, coordinate and implement requirements of all third party utility providers for Infrastructure Delivery.
- Be responsible for the development of policy and processes in applying for and adhering to statutory consents, licences and permissions with relevant agencies.
- Manage all relevant consent processes to ensure a standard approach is in place across Infrastructure Delivery.
- Provide analysis and interpretation of agency and utility requirements prior to reporting on progress and project risk to Infrastructure Delivery Project Managers; work with the Land & Statutory Consents Lead in the management and application of the relevant compensation rates.
- Analyse and interpret the causes and effects of non compliance with relevant agency and utility legislation and procedures.
- Define and implement processes and procedures for monitoring all stages of the notification and defect procedure under relevant legislation and for responding to incoming enquiries, complaints and urgent defects within agreed timescales.
- Oversee and be responsible for the payment of any relevant costs associated with agency/utility consents and licences.
- Work closely with the Portfolio Delivery teams and Legal team on any oral hearing, court cases, arbitration processes as required.
- Support the Programme/Project Managers across a range of portfolios with post project completion issues.
- Maintain documentation and filing systems (including digital document management) in relation to agency/utility consents, licences and permissions in consultation with the Legal team and the Project Records teams.
- Attend meetings with relevant agencies, utilities and authorities, such as Road Authorities, to discuss corporate, local or national performance of the business with regards to the relevant legislation and to ensure agency, utility and authority compliance with Uisce Éireann requirements.
- Communicate and consult across the Infrastructure Delivery function, the wider Business and with external Delivery Partners.
- Collaboration with key internal stakeholders across the UÉ business, including but not limited to Asset Management & Sustainability and COO - Asset Operations.
- Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
- Conduct duties and responsibilities in accordance with Uisce Éireann's Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information.
- Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation wide objectives.
- Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team.
- Other duties as required.
- Demonstrable experience of end to end portfolio delivery is required, with particular experience in the area of portfolio planning.
- Relevant third level qualification and/or accreditation is desirable.
- A minimum of 5 years experience in the water, utilities or similar industries is desirable.
- Demonstrated people management experience, guiding a team to work together and offer support to make the right decisions.
- Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externally and offer guidance and support to make the right decisions.
- Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others.
- Highly motivated individual, working to the highest professional and ethical standards with proven ability to deliver results.
- Experience in managing end to end processes to ensure delivery meets customer expectations.
- Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions.
- Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements.
- Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job.
- Experience in contributing to a safe working environment by checking regularly that safety and wellbeing practices are being followed.
