Programme Technical Lead - 12 month Contract - Outside IR35

An exciting opportunity has arisen to lead the delivery of a major Azure-focused transformation programme within a large London based organisation undergoing significant digital change.
This strategic role blends hands-on technical delivery with programme leadership, ideal for a technology leader who can shape, build, and integrate a secure and scalable Azure platform across enterprise systems. The role will lead the delivery of the Programmes Azure platform Roadmap, owning the technical workstream managing dependencies, risks and stakeholder engagement ensuring operational readiness and compliance.
The Successful Technology Lead will require deep Azure and DevOps expertise, having strong technical knowledge of Azure and the ability to operate within Programme governance structures, managing integrations across IRP, D365 and other technology components.
The role is critical to ensuring the Azure platform is designed, implemented, and transitioned into BAU in a way that is secure, scalable, and aligned with the organisation's standards.
The role will require 2 days per week onsite at the clients London offices.
Skills;
- Experience of owning Azure Platform delivery roadmaps within a multi-vendor Programme environments
- Experience of leading technical workstreams including planning and sequencing across Azure estates - identity & access management, networking & routing, data integration pipeline management & security tooling
- Experience of Developing and managing compliance with DevOps practices - CI/CD Pipelines, code repository management, IaC, automated Test Management & release Management
- Experience of validating non-functional requirements i.e. performance, resilience & security to ensure that vendor recommendations and best practice are included in designs
- Experience of optimising Azure Licensing and subscription models
- Experience of leading technical teams with a focus on DevOps practices: CI/CD, Infrastructure as Code (Bicep/Terraform), code management, task tracking and automated testing
- Ability to lead technical teams using Agile methodology with familiarity with Agile ceremonies, such as sprint planning, sprint retrospectives etc.
- Experience of delivering Enterprise Azure platform solutions across the whole lifecycle from design through to production and BAU
- Demonstrable knowledge & understanding of high-level Azure architecture, including: identity & access management, networking & firewalls, Microsoft Fabric, Azure Data Factory, Event Bus/Service Grid, Azure Databricks and API management
- Demonstrable and practical experience with monitoring and auditing tools (such as Azure Monitor, Log Analytics) and integration with Security Information and Event Management (SIEM) tooling
- Experience of cost management and planning for reserved capacity - forecasting consumption costs to gain maximum value from Azure
- Experience of managing technical risks/issues and clearly articulate any mitigation actions and impacts, and manage these in project RAID logs
- Experience of leading technical workstreams and providing updates at governance forums
- Experience of Coordinating vendor(s) with their deliverables and service transition ensuring correct levels of documentation are provided e.g high level and low-level designs, runbooks, and to ensure that sufficient knowledge transfer and transition to BAU teams
- Strong communications skills including being able to share technical information to less technical stakeholders
Desirable
- Microsoft certifications: AZ-305 (Solutions Architect), AZ-400 (DevOps Engineer Expert).
- Experience in Data Platforms hosted in Azure and Azure Databricks
- Strong skills in scripting such as Python, BICEP and Terraform. Familiarity with Cloud FinOps practices and cost optimisation in Azure
