An opportunity to lead a major Digital Transformation Programme across a Public Sector organisation, driving improved citizen services, operational efficiency, and alignment with strategic goals.

Role Overview

You'll own the end-to-end delivery of a large-scale transformation initiative, establishing governance, managing delivery across multiple work streams, and ensuring measurable benefits are achieved.

Key Responsibilities

• Lead programme delivery within agreed scope, timelines, and budget.
• Set up governance, reporting, and stakeholder engagement structures.
• Align outcomes with regional strategies and digital standards.
• Oversee work streams covering data, citizen services, and infrastructure.
• Manage risks, dependencies, and benefits realisation.
• Lead a multidisciplinary team and promote continuous improvement.

Essential Skills

• Proven track record delivering complex digital transformation programmes.
• Strong governance, change management, and stakeholder engagement experience.
• Knowledge of data strategy, emerging tech, and digital service design.
• Skilled in budget and resource management.

• Experience in Combined Authority or Local Government.
• Understanding of transport, housing, and economic development priorities.
• Familiarity with GDS standards and agile delivery methods.
