Learning & Development Manager

We are recruiting a Learning & Development Manager to design and deliver a structured L&D framework to support staff. You will support robust accreditation, CPD, mandatory training compliance, and progression pathways. This role is central to ensuring the Commission's workforce is skilled, supported, and professionally accredited to deliver its sensitive remit within integrity, consistency, and accountability, while embedding a trauma informed and learning focused culture.
Key Responsibilities- Develop and implement an organisation wide L&D strategy aligned to statutory and operational priorities.
- Design competency frameworks and progression pathways for key roles (e.g. investigations, legal, casework).
- Design and develop learning programmes and sessions, identifying and incorporating training and learning methodologies that are capable of meeting individual and organisational learning needs with available resources and within specified timescales.
- Establish and manage CPD and accreditation frameworks, including liaison with external bodies.
- Deliver and monitor mandatory/compliance training (e.g. safeguarding, information governance, ethics, EDI).
- Embed trauma informed approaches across all learning and development activity.
- Conduct training needs analysis and deliver blended learning solutions.
- Evaluate learning impact and drive continuous improvement.
- Maintain audit ready training records and report on compliance.
- Build strong relationships with internal stakeholders and provide expert L&D advice.
- Ensure all L&D activity meets governance, audit, and public accountability requirements.
- Level 5 qualification (or higher) in Learning & Development.
- CIPD/ILM membership (or willingness to work towards).
- Evidence of continuing professional development.
- Experience in an L&D role within a public sector, regulated, or complex environment.
- Experience developing CPD frameworks and accreditation pathways.
- Experience managing mandatory or compliance based training programmes.
- Experience designing career pathways or competency frameworks.
- Experience supporting multi disciplinary teams.
- Strong knowledge of adult learning principles and blended learning design; CPD and accreditation processes; governance and accountability requirements.
- Ability to design trauma informed and ethically grounded learning solutions.
- Strong stakeholder engagement, organisational and communication skills.
- Ability to handle sensitive information with discretion.
- Demonstrate the values set out in the ICRIR Code of Conduct.
- Willingness to undergo SC security vetting if not already in place.
- Experience in justice, policing, investigations, ombudsman, or human rights sectors.
- Understanding of the Northern Ireland legacy context and Troubles related work.
- Knowledge of investigative standards, legal processes, or evidential requirements.
- Experience working with external accrediting bodies or regulators.
- Experience delivering trauma informed or wellbeing focused learning programmes.
- Experience supporting organisational learning from case reviews or investigations.
