Learning & Development Manager

Inland Fisheries Ireland (IFI) has an opportunity for a Learning & Development Manager to join the HR team.

The purpose of this post is to deliver a new Learning & Development Strategy and training plans/interventions that support the People & Culture Strategy, aligned to IFI's Statement of Strategy ().

Reporting directly into the Head of People & Culture, this role represents an exciting opportunity for an experienced Learning & Development professional to lead the L&D function for IFI.

The successful candidate will be responsible for designing, leading and managing learning and organisational development in IFI, working as part of the HR team to deliver innovative solutions that support IFI in harnessing, developing and deploying its talent effectively to achieve its strategic objectives.

Key Responsibilities
  • Lead the design and execution of L&D strategies that support the corporate and business objectives of IFI.
  • Map learning and development requirements and conduct a training needs analysis across the organisation by grade and business function.
  • Develop a learning and development framework aligned to business needs, providing for necessary skills and capability development.
  • Work closely with the Head of People & Culture to redesign a fit-for-purpose organisational performance and development system centred on learning and development.
  • Support the evolution of performance management practices through design of tools, training and communication to embed a values based culture.
  • Develop and deliver leadership and management development training for current and future leaders.
  • Support and develop People Managers across the organisation so they can lead teams effectively and grow staff to full potential.
  • Identify, develop and deliver innovative learning and development policies and initiatives that support talent, succession and performance management processes.
  • Lead innovation in IFI's field training college for seasonal staff, creating efficient, comprehensive and fit for purpose training material.
  • Review and strengthen employee induction and onboarding programmes.
  • Lead the design and delivery of a learning management system as part of a new HR management system.
  • Develop a graduate traineeship programme in partnership with third level educational bodies.
  • Engage and collaborate with HR business partners and People Managers across the organisation on all training and development matters.
  • Be accountable for the quality and implementation of all learning and development activities.
  • Define, develop and report on L&D KPIs and metrics against best practice KPIs.
  • Ensure strong management and governance over procurement and L&D budget control to deliver value for money and return on investment.
  • Deliver training to managers and staff as required.
  • Curry out administrative responsibilities associated with the role.
  • Assist with other L&D matters and ongoing projects as required.
  • Support continuous improvement of training and development programmes by keeping abreast of best practices and new trends.
Key Skills & Attributes
  • Evidence of a strong academic background, with a minimum of a Business Degree (NFQ Level 7), in a relevant discipline such as Learning & Development or equivalent.
  • Minimum of 5 years of relevant experience.
  • Full Category B driving licence valid in Ireland and willingness to travel to other IFI offices and training venues nationwide as required.
  • Excellent communication skills - both written and oral.
  • Strong administrative skills.
  • Excellent IT skills in Microsoft Office suite and proficiency to fully utilise HRMS/LMS solutions.
Desirable
  • Train The Trainer Course NFQ Level 6
Key Knowledge & Experience - Essential
  • Experience developing and delivering L&D/HR strategies.
  • Experience in course design, delivery, evaluation and reporting of training.
  • Knowledge and proficiency with training task analysis and development and implementation of training effectiveness assessments.
  • Proven experience of giving clear, engaging and meaningful presentations.
Remuneration

The salary scale for this position is at the level of Assistant Principal Officer (AP) at IFI, an 8 point scale including 2 long service increments (LSI): Point 1 €82,330.61; Point 2 €84,082.71; Point 3 €87,160.69; Point 4 €90,240.87; Point 5 €93,323.29; Point 6 €95,091.63; Point 7 (LSI 1) €98,202.85; Point 8 (LSI 2) €101,311.87. Salary will not be subject to negotiation and may be adjusted in line with Government pay policy. New entrants to the public sector start on point 1 subject to Haddington Road Agreement and subsequent Government Agreements.
