This is an appointment to HSE Dublin & South East Region on a Public Only Consultants' Contract 2023 by the Health Service Executive. The initial commitment for this post will be to MHS Dublin South East for 26.5 hours per week and St Vincent's University Hospital for 10.5 hours. This post may be subject to restructuring in the future to facilitate the reorganisation of acute services in line with new clinical models of acute and community services. It is noted that the post must be congruent with the requirements of, and facilitate implementation of national health policy, the HSE's National Clinical Programmes including commitment to deliver the relevant performance outcomes.
Main Duties of the JobThe Royal College of Psychiatrists (UK) in the College Report (CR174 published November 2012) has identified that General Adult Psychiatry Consultants form the core of adult mental health services. This is a mixed post (in-patients and community patient care) and provides the opportunity for continuity of care as the post holder will provide consultant led multidisciplinary care across community, out-patient and inpatient parts of the service. As a result, they can provide in conjunction with their team intensive support to patients as appropriate with an emphasis on managing patients in their usual setting and preventing hospital admission where appropriate.
The 2016 CSO Census shows that the population of those aged between 20 and 64 years of age has increased by almost 2% from the previous 2011 Census and assertive outreach services are increasingly important in providing community orientated management for service users and their supporters. The provision of this post is supported by the recommendations of 'A Vision for Change' and Sharing the Vision.
The post holder will provide a comprehensive community orientated mental health service for adults in the designated catchment area and is based on the principles outlined in 'A Vision for Change'.
The post holder will provide leadership to the multidisciplinary team and further develop the comprehensive consultation and treatment service. The current team configuration is as follows:
- 1.0 x NCHD
- 2 x Community Mental Health Nurse
- 1 x Social Worker
- 1 x Occupational Therapist
- 0.5 x Dietician
- 1.0 x Clerical Officer
They will work cooperatively with other Consultants also serving the Dublin South East catchment area and be responsible for the rapid and timely provision of psychiatric services within existing resources. This will in the first instance be to prioritise services to those who have the greatest need and where service provision will have the greatest impact.
The Consultant will provide the highest quality of care for patients attending the service and to support wherever possible their return to independent living in the community.
They will also liaise with other community services and voluntary agencies from within the local area and elsewhere depending on the needs of the patients presenting and reviewed by the service.

Information about the organisationHSE Dublin & South East Region provides mental health services to the catchment area of Dublin South East.
The adult catchment population for this new post (Community Health Area 2) is close to 25,000 (CSO Census 2022) representing an increase of approximately 2% from the 2011 CSO Census. 'A Vision for Change' states that the adult age cohorts 'present the greatest challenge to mental health services provision because of the range and prevalence of mental health problems they experience'.
The service will be based on a community orientated model and approach. The model of care is person centered and recovery focused provided by a Multidisciplinary Team working in partnership with the community and voluntary agencies to achieve best outcomes. This post is required in order to maintain the provision of an efficient, effective and comprehensive service.
The Multidisciplinary Team will be based at the relatively new Sector Headquarters and Outpatient department in Churchtown alongside the Churchtown Primary Care Centre. The multidisciplinary team will consist of this post, NCHDs, Community Mental Health Nurses, Social Worker, Occupational Therapist, Psychologist, Dietician, and Employment Specialist with administrative input.
There is a very strong multidisciplinary team ethos in all the teams already working in our service. The team will have a weekly meetings with discussion of in-patients, day patients and patients in the community. They will also facilitate the most efficient use of in-patient beds. Service development in response to demand is encouraged and a number of therapeutic and support groups are held in the Day Hospital, with multidisciplinary team input.

The appointment is whole-time, permanent and pensionable.
The annual salary will be as set out in the Public Only Consultants' Contract 2023. Medical Consultants Salary Scales from 1st February 2026
The standard working week applying to the post is: 37 hours per week.
The annual leave associated with the post is: 30 Working Days per annum.
